Job Description Summary / TWC Summary
The Contract Administrator II, under supervion, performs requiredreviews on simple to complex University contracts and coordinateswith stakeholders to ensure timely execution. Performs dailycontract office processing requirements to ensure efficiency andaccuracy, in accordance with University and State guidelines. Mayprocess contract‑related purchase requisitions, as assigned. Servesas a point of contact for contracts and related issues.
Essential Duties Summary
- Confers with procurement staff, legal staff and management onvarious legal matters; inspects prepares, reviews and editscontracts in compliance with certification requirements, laws,regulations, policies, and procedures.
- Performs daily contract office processing requirements toensure efficiency and accuracy, in accordance with University,Federal and State guidelines.
- Coordinates reviews by the Office of General Counsel ( OGC ) ifrequired.
- Follows contract from origination to full execution, includingpurchasing if required.
- Coordinates with department contract administators to ensureproper submission of contract‑related requisitions, whenapplicable, effective contract monitoring and close‑out asassigned.
- Communicates with department personnel, vendors to address andresolve procurement and contract issues.
- May conduct training on complex contracting issues,
- Participates in the development, writing, revision and/orpreparation of highly complex contracts, amendments, subcontracts,procedures, forms, related documents and provisions,financial/statistical graphs and reports.
- Maintenances, updates, and compiles detailed data, reports,summaries, files, records, logs statistics or specific contractsincluding procurement documents and revisions
- Researches complex state and federal statutes, Departmentpolicies and previous contracts.
- Adheres to management controls and oversight procedures.
- Ensures compliance with laws, regulations, policies andprocedures pertaining to functional area.
- Facilitates the operations and activities of monitoringcontract performance, including assisting in developing andtracking key metrics.
- Facilitates analysis, assists in the interpretation oflegislation, statutes, federal regulations and implements thedevelopment of policies and procedures to ensure compliance withDepartment and governmental regulations.
- May process departmental purchase requisitions, asassigned.
- Performs other job‑related duties as assigned.

Education
Required:
- Bachelor’s degree in business administration, finance, orrelated discipline.
Required Licensing/Certification
- Valid driver’s license. This position may require driving astate vehicle.
- Certified Texas Contract Developer ( CTCD ) and/or Certified TXContract Manager ( CTCM ) or ability to obtain an applicablecertification within a timeframe established by theUniversity.

Work Experience
Required:
- Two (2) years of contract administration, contract management,contract development, or related experience (Experience can besatisfied by full time or prorated part‑time equivalent).
- Relevant experience may be substituted for education on a yearper year basis.
Working/Environmental Conditions
