Job Summary:
The Manager, Contract Management Services leads and administers theUniversity’s contract management processes and manages contractswith vendors, clients, and partners throughout the contractlifecycle. The position serves as a primary liaison amongUniversity departments, Procurement, the Office of General Counsel,and external parties to facilitate timely contract development,review, negotiation, execution, administration, renewal, andclose-out. The Manager helps ensure contracts are consistent withapplicable laws, regulations, University policies, delegatedauthority, and business requirements; supports the protection ofthe University’s financial and operational interests; and promoteseffective contract performance, compliance, value, and riskmanagement.
Essential Duties Summary
- Lifecycle Management: Manages the contract lifecyclefrom request and initial development through review, negotiation,approval, execution, administration, amendment, renewal, andclose-out; coordinates required internal reviews andapprovals.
- Negotiation: Leads or coordinates business andcommercial negotiations with vendors and other external parties toobtain favorable terms, pricing, service levels, and conditionswithin delegated authority; coordinates legal terms and legalissues with the Office of General Counsel, as appropriate.
- Compliance: Ensures contract processes and documentationcomply with applicable local, state, and federal requirements,University policies and procedures, procurement requirements, anddelegated contracting authority.
- Risk Mitigation: Reviews contracts to identify business,financial, operational, compliance, and contractual risks;recommends appropriate business terms and risk-mitigation measuresand escalates legal questions or nonstandard legal provisions tothe Office of General Counsel.
- Stakeholder Communication: Serves as a resource toUniversity departments regarding contract requirements,responsibilities, approvals, obligations, deliverables, anddeadlines; provides guidance and training on contract managementprocesses and procedures.
- Record Keeping: Maintains complete, accurate, and securecontract records in the University’s designated contract repositoryor Contract Lifecycle Management ( CLM ) system, including executedagreements, amendments, approvals, key dates, renewal notices, andclose-out documentation.
- Contract Performance and Vendor Management: Monitors orcoordinates monitoring of vendor performance, deliverables, servicelevels, key milestones, financial obligations, and other contractrequirements; supports documentation and resolution of performanceissues, disputes, corrective actions, and remedies.
- Contract Development and Review: Prepares, reviews,revises, and coordinates contract documents, scopes of work,amendments, renewals, and related documentation using approvedtemplates, standards, and procedures.
- Cross-Functional Coordination: Collaborates withProcurement, the Office of General Counsel, Risk Management,Information Technology, Finance, academic and administrativedepartments, and other subject-matter experts to obtain requiredreviews and resolve contract issues.
- Controls and Reporting: Develops and maintains contracttracking, performance measures, dashboards, reports, and managementinformation related to contract status, cycle time, expirations,renewals, obligations, compliance, and other keycontract-management indicators.
- Policies, Procedures, and Continuous Improvement:Assists in developing, implementing, and updating contractmanagement policies, procedures, templates, playbooks, standards,workflows, and internal controls; identifies opportunities toimprove contract cycle time, consistency, compliance, and customerservice.
- Contract Close-Out and Renewal: Coordinates timelycontract renewals, extensions, amendments, terminations, andclose-out activities, including confirmation of final deliverables,outstanding obligations, documentation, and requiredapprovals.
- Transitions & Handoffs: Coordinates the transitionof executed contracts into the procure-to-pay process; ensuresapplicable contract information is communicated to Procurement andthe requesting department; monitors the timely establishment ofrequired purchase requisitions and purchase orders; and verifiesthat purchase orders appropriately reference and are consistentwith the executed contract.
- Other Duties: Performs other job-related duties asassigned.
Hiring Range
$98,509.22-$128,061.99
Education
Required: Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Finance,Accounting, Supply Chain Management, Law, or a related field.
Preferred: Master’s degree, Juris Doctor, or other advanced degree in arelated field.
Required Licensing/Certification
Preferred: Certified Texas Contract Manager ( CTCM ) certification and/orCertified Texas Contract Developer ( CTCD ) certification, or ability to obtain an applicable certification within a timeframeestablished by the University.
Knowledge, Skills, and Abilities
Working knowledge of contract administration principles,procurement practices, contract terms and conditions, compliancerequirements, and contract lifecycle management.
Strong negotiation, analytical, problem-solving, organizational,project-management, and customer-service skills; ability to managemultiple contracts and priorities in a deadline-drivenenvironment.
Proficiency with Microsoft Office or comparableproductivity software and experience using enterprise,e-procurement, document-management, or Contract LifecycleManagement ( CLM ) systems
Excellent written and verbal communicationskills, including the ability to explain contract requirements andwork effectively with University departments, vendors, andprofessional staff.
Work Experience
Required: Five (5) years of progressively responsible experience in contractadministration, contract management, procurement, strategicsourcing, or a closely related field, including experiencereviewing, developing, negotiating, or administeringcontracts.
- Experience managing contracts in public higher education, Texasstate government, or another public-sector environment.
- Experience with complex, high-value, high-risk, orinstitution-wide contracts and vendor performance management.
- Knowledge of State of Texas procurement and contractingrequirements and public-sector contract management practices.
- Experience developing contract-management policies, procedures,training, performance measures, or process improvements.
- Experience with enterprise resource planning ( ERP ),e-procurement, or Contract Lifecycle Management ( CLM )systems.
Working/Environmental Conditions
Routine office environment with frequent interaction in athleticsand event settings.
Evening, weekend, and holiday work required.
Travel may be required.
Sitting or standing for extended periods.
Occasional lifting of light to moderate weight.
Use of video display terminal.
