Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Construction Project Controls Manager for a federal construction project involving complex rail, transit, and transportation projects in NY & NJ.

The ideal candidate has at least 15 years of full-time experience managing elements of cost, schedule, and risk on large programs, along with a Bachelor's Degree in Construction, Engineering, Business Management, or a related field from an accredited institution.

Note: Selected candidates must provide digital proof of certifications and qualifications prior to the interview. All information will be handled confidentially and used solely for employment purposes, including background checks.

This position is full-time and on-site. Candidates should reside in or near the New York metropolitan area.

Roles and Responsibilities
  1. Provide guidance and assistance in resolving complex project control issues.
  2. Interface with clients, attend meetings, and generate statistical reports.
  3. Potentially manage a team of Project Control Engineers/Specialists responsible for analyzing, evaluating, and forecasting project costs and schedules.
  4. Assess impacts of design/construction changes and schedule slippages.
  5. Oversee development and maintenance of project control systems and keep management informed.
  6. Coordinate staffing, assign tasks, supervise work, and train personnel.
  7. Conduct performance reviews and personnel development.
  8. Recommend and oversee customization of project control systems.
  9. Create statistical reports for management.
  10. Participate in business development by gathering and presenting data, and possibly making presentations.
  11. Perform other related responsibilities as necessary.
Qualifications
  1. Bachelor’s Degree in Construction, Engineering, Business Management, or a related field; an advanced degree is a plus.
  2. Minimum of 15 years of experience in construction management and project controls on large civil projects.
  3. Experience managing cost, schedule, risk, change orders, and reporting in large construction programs.
  4. Strong knowledge of financial modeling, cash flow tracking, and projections.
  5. Experience with P6 scheduling software and schedule analysis.
  6. Experience with rail, tunnel, structural, station, or soil projects is preferred.
  7. Ability to pass a TWIC and/or SWAC Background Check at a high level.
  8. Excellent written and verbal communication skills.
