HFS Company seeks a Construction Manager for Kerrville VAMC EHRM upgrades. This onsite role supports pre-construction through close-out across Kerrville VAMC and CBOCs, reporting to the Task Order Site Lead. Expect 40+ hours weekly with an anticipated two-year assignment.
The role requires a four-year degree in a related field and 3+ years of healthcare construction management experience, familiar with codes, VA guidelines, and safety standards. OSHA training and VA security screening apply.
Help modernize healthcare facilities that serve Veterans. As a Construction Manager, you will work alongside the Lead Construction Manager to deliver VA Electronic Health Record Management (EHRM) infrastructure upgrades at the Kerrville VA Medical Center (VAMC), from pre-construction through close-out.
This full-time, onsite role is based at the Kerrville VAMC (3600 Memorial Blvd, Kerrville, TX 78028) and its Community-Based Outpatient Clinics (CBOCs). Expect 40+ hours per week with occasional nights, weekends, and holidays, over an anticipated two-year (730-day) assignment. You will report to the contractor's Task Order Site Lead and work closely with the Contracting Officer's Representative (COR).
Before work begins, you will track badging, site access, security, safety, and administrative documentation for contractor and subcontractor personnel. You will review schedules, milestones, and phasing so construction fits around hospital operations and EHRM needs, support value engineering and constructability reviews, manage submittals and Requests for Information (RFIs), and help facilitate pre-construction meetings.
Once construction is underway, you will coordinate with the COR, Contracting Officer, VA and EHRM stakeholders, the Architect-Engineer (A/E) team, the general contractor, and testing and commissioning personnel. You will monitor daily field activities, lead progress meetings, document minutes and action items, and keep the COR informed of delays, cost or schedule impacts, and safety or quality concerns.
You will keep daily diaries and a current schedule, compare progress against the general contractor's schedule, and recommend practical fixes when work slips. You will also track project funds and expenditures, support change orders through cost estimates and proposal reviews, and, when requested, support claims and disputes through cost estimates, time impact analyses, negotiations, and expert testimony.
You will perform routine inspections and flag nonconforming work for correction. You will monitor independent testing of soils, concrete, steel, fireproofing, roofing, curtain walls, glazing, and elevators, plus commissioning, O&M manuals, training, certifications, and contractor safety, tracking deficiencies to resolution.
You will keep the project record complete, including daily logs, inspection and meeting records, deficiency lists, cost documentation, and as-built markups. You will support RFI responses, owner-supplied equipment coordination, relocations, and weekly and monthly reports, and provide hour breakdowns when the COR requests them. At the finish line, you will help verify completed work, review punch lists, collect close-out documents, turn over as-builts and warranties, and support final acceptance.
You hold a four-year degree in architecture, engineering, construction technology, or construction management and have 3+ years of relevant construction management experience (10 years of experience may substitute for the degree). You also bring healthcare construction experience, advanced knowledge of construction practices, materials, and installation methods, and working knowledge of building codes; Joint Commission and OSHA requirements; NFPA, NFC, NEC, ICC, ANSI, and ASTM standards; VA/VHA design guides, VA Master Specifications, and the VA Technical Information Library; and EPAct 2005, EISA 2007, and Executive Orders 13423 and 13514. You are confident interpreting A/E plans, specifications, and contracts, inspecting materials and building systems, working with permitting agencies, and preparing reports and client briefings.
You will complete VA Cyber Security Awareness and VA Privacy Awareness Training within three business days of award, and 30-hour OSHA Safety Training within 60 days of award at the contractor's expense. Later hires follow the same timeframes from their start date. You will also provide your own PPE and meet Joint Commission, OSHA, and VA standards.
You will stand out if you have supported VA medical center, federal healthcare, EHRM, or occupied-facility projects. Experience with Design-Bid-Build or Design/Build delivery, commissioning, or claims is also a plus.
This contractor role supports EHRM projects at the Kerrville VAMC and its CBOCs (excluding Non-Recurring Maintenance, Minor, and Major projects). After-hours and weekend work is coordinated with the COR and approved 72 hours in advance. The role involves no inherently governmental functions; you will report to the contractor's Task Order Site Lead, not Government personnel, and identify yourself as contracted personnel in official communications.
Employment is contingent on passing VA security screening for computer access, which may include fingerprinting, financial and criminal background checks, and required credentialing.
Employment for this position is contingent upon successful completion of all required background screening, credentialing, and access requirements, including any Government-required suitability, security, or facility access determinations. Candidates must be able to obtain and maintain required VA access credentials for the duration of assignment.
