HFS Company seeks a Lead Construction Manager for Kerrville VAMC to guide EHRM infrastructure upgrades from pre-construction through close-out. You will serve as the primary point of contact with COR and manage contractor work on-site, ensuring schedules, safety, and quality standards are met.
You will coordinate with VA, A/E teams, and contractors, oversee daily progress, track costs, and support testing, commissioning, and close-out activities.
Help modernize healthcare facilities that serve Veterans. As Lead Construction Manager and Task Order Site Lead, you will guide the team delivering VA Electronic Health Record Management (EHRM) infrastructure upgrades at the Kerrville VA Medical Center (VAMC), from pre-construction through close-out.
This full-time, onsite role is based at the Kerrville VAMC (3600 Memorial Blvd, Kerrville, TX 78028) and its Community-Based Outpatient Clinics (CBOCs). Expect 40+ hours per week with occasional nights, weekends, and holidays, over an anticipated two-year (730-day) assignment working closely with the Contracting Officer's Representative (COR).
As the contractor's primary point of contact with the COR and Contracting Officer, as named in the Quality Assurance Survey Plan (QASP), you will assign and supervise contractor work, report team hours on request, and coordinate after-hours coverage with the COR at least 72 hours in advance.
Before work begins, you will make sure contractor and subcontractor personnel are badged, cleared for site access, and current on safety documentation. You will review schedules and phasing so construction fits around hospital operations, guide value engineering and constructability reviews, manage submittals and Requests for Information (RFIs), and lead pre-construction meetings.
Once construction is underway, you will bring together the COR, VA and EHRM stakeholders, the Architect-Engineer (A/E) team, the general contractor, and testing and commissioning personnel. You will lead daily oversight and progress meetings and keep the COR informed of delays, cost or schedule impacts, and safety or quality concerns.
You will maintain daily diaries and a current schedule, track progress against the general contractor's schedule, and recommend practical fixes when work slips. You will also oversee budget and change order documentation and, when requested, support claims and disputes through cost estimates, time impact analyses, negotiations, and expert testimony.
You will make sure routine inspections happen and nonconforming work gets corrected. You will oversee independent testing of soils, concrete, steel, fireproofing, roofing, curtain walls, glazing, and elevators, plus commissioning, O&M manuals, training, and certifications, tracking deficiencies to resolution.
You will keep the project record complete, including daily logs, inspection and meeting records, deficiency lists, and as-built markups. You will oversee RFI responses, owner-supplied equipment coordination, and weekly and monthly reports. At the finish line, you will lead punch lists, close-out documents, as-built and warranty turnover, and final acceptance support.
You hold a four-year degree in architecture, engineering, construction technology, or construction management and have 3+ years of relevant construction management experience (10 years of experience may substitute for the degree). You also bring healthcare construction experience and working knowledge of building codes; Joint Commission and OSHA requirements; NFPA, NFC, NEC, ICC, ANSI, and ASTM standards; VA/VHA design guides, VA Master Specifications, and the VA Technical Information Library; and EPAct 2005, EISA 2007, and Executive Orders 13423 and 13514. You are confident interpreting plans, specifications, and contracts, inspecting building systems, and leading client briefings.
You will complete VA Cyber Security Awareness and VA Privacy Awareness Training within three business days of award, and 30-hour OSHA Safety Training within 60 days of award at the contractor's expense. Later hires follow the same timeframes from their start date. You will also track team training, provide your own PPE, and meet Joint Commission, OSHA, and VA standards.
You will stand out if you have supervised field staff, worked with a COR or Contracting Officer under a QASP, or supported VA medical center, EHRM, or occupied-facility projects. Experience with Design-Bid-Build or Design/Build delivery, commissioning, or claims is also a plus.
This contractor role supports EHRM projects at the Kerrville VAMC and its CBOCs (excluding Non-Recurring Maintenance, Minor, and Major projects). The role involves no inherently governmental functions; you will supervise contractor personnel only and identify yourself as contracted personnel in official communications.
