Job summary

GST, LLC. seeks an experienced Budget Analyst to support NOAA initiatives in a hybrid role at our Silver Spring, MD office. The candidate will perform budget analysis, financial modeling, and variance analyses, collaborating across multiple areas to guide funding decisions and reporting.

Ideal candidates have 8–16 years of federal-budget experience, strong Excel/Sheets skills, and the ability to develop dashboards and leadership-ready presentations. Applicants may undergo background checks.

Qualifications

• Bachelor's degree or higher in a related field.
• 8–16 years of budget analysis or financial management experience.
• Experience developing financial models, dashboards, forecasts, and reports.
• Expert knowledge of Excel, Google Sheets, PowerPoint and Google Slides.
• Experience with formulas, pivot tables, lookup functions, charts, and dashboard development.
• Strong analytical and quantitative skills.
• Experience supporting financial analysis, reporting, and forecasting activities.
• Experience using Smartsheet is highly desirable.

Responsibilities

• Review, analyze, and evaluate business systems and user needs.
• Support design and management of mechanisms for collecting and tracking budget metrics.
• Analyze expenditures, obligations, and funding trends.
• Monitor budget execution and identify variances between planned and actual spending.
• Support development and maintenance of spend plans, funding trackers, and budget reports.
• Conduct financial analyses supporting resource allocation and funding decisions.
• Prepare variance analyses, funding summaries, and execution reports.
• Coordinate with program managers to validate financial information.
• Develop dashboards, charts, and visual analytics products.
• Transform financial information into leadership-ready reporting.
• Prepare recurring monthly, quarterly, and annual financial reports.
