Job summary

Maxx Impact Group seeks a Compliance Officer to serve as the regulatory SME ensuring small business utilization and DBE/HUB program integrity across MIG projects. You will read contracts and regulations, interpret requirements, and support agencies and Prime Contractors in achieving commitments.

The role covers data, reporting, and stakeholder engagement, with emphasis on Good Faith Efforts and audit readiness for public and private programs.

Maxx Impact Group (MIG) is a management consulting firm delivering supply chain procurement, compliance, and workforce development services to federal, state, and local government, commercial, and private clients. The Compliance Officer is MIG's regulatory subject matter expert and the person our clients rely on to keep their small business, DBE, and HUB programs defensible. The role is assigned across MIG's project portfolio — aviation, transit, highways, waterways, higher education, data centers, and other public and private programs — and owns the full compliance lifecycle: set the goal, monitor the commitment, document the record, and report the outcome.

This is both a judgment and a firsthand data role. While utilization reports and B2Gnow entries are part of the job, they are not the whole of it. The work is reading a contract and a regulation together, ensuring a Prime achieves its commitments and resolves findings, applying, documenting, and evaluating Good Faith Efforts, and being credible in a room with both the agency enforcing the rule and the contractor living under it.

Scope of Work
1. Program Administration & Goal Setting —

own the program end to end

  • Administer all aspects of assigned Small Business, DBE, ACDBE, MWBE, SBE, and HUB programs, including goal methodology, goal setting were permitted under current federal guidance, and overall program reporting.
  • Serve as subject matter expert on 49 CFR Part 26 (DBE), 49 CFR Part 23 (Airport Concession DBE), and applicable state and local small business ordinances; interpret requirements for project teams and clients.
  • Develop, implement, and maintain policies, programs, and Standard Operating Procedures that keep administration consistent across projects and auditable after the fact.
  • Track federal, state, and local regulatory change — including the interim final rule at 49 CFR Parts 23 and 26 and UCP reevaluation activity — and brief leadership and clients on operational impact.
2. Contract Compliance Monitoring & Enforcement —

  • Establish and enforce procedures ensuring agencies, Prime Contractors, and subcontractors adhere to committed small business utilization and participation goals.
  • Review contracts, bid documents, and subcontract agreements for compliance obligations; verify Commercially Useful Function (CUF) and scope performed.
  • Monitor prompt payment and retainage release; investigate and resolve payment disputes in accordance with contract terms and regulation.
  • Review and verify certified payroll in Davis-Bacon and applicable prevailing wage requirements.
  • Identify compliance risk early, elevate it with a documented corrective path, and drive issues to resolution under the applicable procedures.
3. Good Faith Efforts, Documentation & Audit Readiness —

  • Evaluate and document Good Faith Efforts submissions, substitution and termination requests, and goal modification requests.
4. Prime, Subcontractor & Stakeholder Relations —

be credible on both sides of the table

  • Build and manage relationships with certified small, DBE, MWBE, SBE, and HUB firms working on assigned projects, including ensuring prompt payment and adherence to contract terms.
  • Represent MIG and its clients at pre-bid meetings, outreach events, monthly and quarterly compliance reviews, and stakeholder forums.
5. Data, Reporting & Analytics —

  • Compile, analyze, and validate utilization, payment, and participation data; produce accurate reports, dashboards and/or presentations for clients and leadership.
  • Own the recurring reporting calendar and deliver on it — monthly utilization, quarterly program reports, and annual submissions.
  • Use trend data to flag underperformance early and recommend corrective strategy, rather than reporting the miss after the period closes.
6. Capacity Building & Small Business Development —

grow the bench, not just the report

  • Facilitate and support mentorship initiatives, technical assistance, business development training, and other supportive services that build small business capacity.
  • Identify and remove barriers that keep qualified small businesses out of contracting opportunities.
7. Systems, Process Improvement & Firm Support —

make the model repeatable

  • Administer and maintain the compliance systems of record — B2Gnow LCPtracker for certified payroll, plus SharePoint and the platforms in use on assigned client projects — and support system selection and integration.
  • Streamline and automate manual monitoring and reporting processes to improve accuracy, speed, and defensibility.
  • Contribute compliance content to proposals, capability statements, and client presentations; support MIG's pursuit of new work.
  • Perform other duties as assigned.
Qualifications
Required
  • 5+ years of compliance, administrative, professional, or analytical experience in public administration, contract compliance, audit, finance, accounting, construction, or public works.
  • Demonstrated subject matter expertise in USDOT DBE program requirements under 49 CFR Part 26, with working knowledge of 49 CFR Part 23 (ACDBE).
  • Experience monitoring compliance with Historically Underutilized Business (HUB), DBE, SBE, MBE/WBE, or comparable small business programs and guide.
  • Proficient with HUB and DBE compliance and reporting software applications, particularly, B2Gnow — a leading compliance platform — along with SharePoint and other digital resources; advanced Excel, including extracting, reconciling, and analyzing data with complex functions and formulas.
  • Proven ability to detect compliance issues proactively and take suitable investigative or corrective measures.
  • Excellent written and verbal communication — able to write formal findings, reports, and correspondence that stand up to scrutiny, and present effectively to project staff and senior management.
  • Strong planning, organizational, and analytical skills; high diligence; purposeful and consistently punctual and precise on deliverables.
  • Sound judgment, discretion, and the highest degree of integrity; effective independently and on cross-functional teams in a challenging environment.
  • Proficiency with Microsoft Outlook, Word, Excel, PowerPoint, and Adobe Acrobat.
  • Able to work in person in Aurora, CO headquarters office at least 3 days a week, travel locally to project sites weekly or bi-weekly, and work occasional evenings or weekends for community and stakeholder events.
Preferred
  • Davis-Bacon Act and prevailing wage experience, including certified payroll review in LCPtracker or a comparable system.
  • Bachelor of Arts or Bachelor of Science degree; Business Administration, Public Administration, Finance, or Construction Management are advantageous. Equivalent experience considered.
  • Preferred experience on either side of the program — agency or owner, or Prime Contractor — or within a construction, aviation, or transportation organization.
  • Preferred experience with municipal, DOT, or other federal agencies — FTA, FAA, FHWA, and similar ones, or with their grant recipients.
  • Preferred experience with project management platforms such as Procore, Aconex, ProjectSite, Monday.com, or Microsoft Teams.
Certification
  • American Contract Compliance Association (ACCA) Certified Compliance Administrator (CCA) strongly preferred. Without it, demonstrate equivalent applied experience and a willingness to pursue CCA with MIG's professional development support.
Compensation & Benefits
  • Base pay, depending on experience and qualifications.
  • Health, Dental, Vision, and Life Insurance, with a choice of medical plans: MIG pays 100% of the premium on the high-deductible health plan (HDHP), or 73% of the premium on the buy-up plan. 401(k).
  • Paid Time Off plus nine (9) paid holidays annually, including one floating holiday; semi-flexible schedule after the 90-day probationary period; professional development support, including ACCA certification and Davis-Bacon and prevailing wage training.
  • Work environment: full-time, Monday–Friday, 8-hour shifts, based at MIG's Aurora, CO headquarters at least 3 days a week, with regular local travel to project sites, client offices, and industry events.
