Job summary

Function

Under supervision of the Technical Services Manager, this position:

  • Is responsible for the supervision and effective operation of the Collection Development Section of Technical Services.
  • Performs work related to selection and maintenance of library materials and digitalresources.
  • Embodies the Library System’s code of service by creating an atmosphere where customers and employees feel invited, informed, impressed and inspired.
  • Performs work in accord with the Library System’s vision and mission, using good judgment in the application of policies and established procedures.
  • Master’s Degree in Library & Information Science (MLIS) from an American Library Association (ALA) accredited college or university.
  • Three years of collection development and maintenance experience.
  • One year of supervisory experience.
  • Experience using library computer systems and applications, online databases, office software and email.
  • Certified or eligible for certification by the South Carolina State Library.
  • Other combinations of experience and training, which meet the minimum requirements, may be substituted.

  • Develops and documents collection development plans and projects in consultation with Branch Library Services Manager, Information Services Manager, Circulation Manager, Youth Services Manager, and location managers in accordance with the Library System’s Collection Development and Maintenance Policy. (E)
  • Supervises Collection Development staff; assigns, instructs, schedules, and audits work of subordinates for accuracy. (E)
  • Provides training and/or support for subordinates; reviews performance of subordinates and makes recommendations for improvement/growth as appropriate. (E)
  • Participates in the interviewing of applicants for Collection Development positions and makes recommendations for selecting new employees. (E)
  • Evaluates and selects materials for the collection. (E)
  • Reviews all adult materials selected by Collection Development and other Library staff and makes final purchasing decisions. (E)
  • Answers questions from the Library Director concerning adult materials selection. (E)
  • Chairs Collection Development Committee. (E)
  • Receives all “Request for Reconsideration of Library Material” forms and handles them according to the Library System’s Collection Development and Maintenance Policy and established procedures. (E)
  • At the request of the Library Director, presents information to the Library Board regarding Collection Development policies, procedures, and practices used in making selection decisions. (E)
  • Works closely with the Technical Services Manager, Youth Services Manager, Information Services Manager, Adult Services Director, and Library Director on proposed revisions to the Library System’s Collection Development and Maintenance Policy. (E)
  • Works closely with Information Technology staff in determining Library System’s ability to meet requirements for public and staff use of computer-based materials and online reference services. (E)
  • Works with Circulation Manager, Youth Services Manager, and Branch Library Services Manager to develop system-wide standards and training for selected staff on the use of print and computer-based resources for collection development. (E)
  • Provides training for staff on collection maintenance. (E)
  • Develops and maintains documentation for established procedures related to collection development and maintenance. (E)
  • Reviews, edits, and transmits collection maintenance reports to Circulation and Branch Library Services Managers. (E)
  • Develops and manages leased books and review copy plans.
  • Reviews grant applications that include a collection development component.
  • Coordinates selection of materials purchased with donated funds. (E)
  • Keeps supervisor informed of events and activities of the Collection Development Section.
  • Evaluates materials that are patron requests for addition to the collection. (E)
  • Assists in planning for improvements in collection development, including budget recommendations and formulation of goals and objectives. (E)
  • Answers questions on library operations, policies and procedures and handles problems and complaints (E)
  • Reviews professional literature to keep abreast of developments in library and information science, with an emphasis on developments in collection management. (E)
  • Participates in special projects as requested.
  • Attends library association meetings, training programs, workshops, and conferences as appropriate.
  • Ensures that safe work methods are followed to prevent injury. (E)
  • Maintains regular and reliable attendance and remains compliant with the Library System’s Attendance Guidelines. (E)
  • Performs other related duties as required, including those of any staff member in the unit.
Required Knowledge, Skills/Abilities & Characteristics

(Testing of computer skills may be part of the interview process for this position.)

Knowledge:

  • Considerable knowledge of the functions of collection development and maintenance as related to public libraries.
  • Extensive knowledge of print and audiovisual titles, authors and content of library materials and resources in a broad range of subject fields.
  • Knowledgeable in supervisory methods and techniques.
  • Knowledge of business English, spelling, and arithmetic.
  • In-depth knowledge of library computer systems and applications, online databases, office software and email.

Skills/Abilities:

  • Ability to learn moderately complex computer applications.
  • Ability to learn and enforce Federal and State laws pertaining to employment and Human Resources policies and procedures.
  • Ability to supervise and direct the work of others and provide coaching, training, and disciplinary actions, as needed.
  • Ability to effectively exercise discretion, independent judgment, critical thinking, and strong communication skills to resolve staff, patron, and administrative problems within established guidelines.
  • Ability to work in a team environment and to establish and maintain effective working relationships with library staff.

  • Ability to create and maintain clear procedural documentation.
  • Ability to work under frequently stressful conditions, meet required deadlines and follow established procedures.
  • Ability to communicate concepts, general information, and task-oriented information in oral, written, and electronic forms.
  • Skilled in developing system-wide standards and training for public services staff on collection development and maintenance.
  • Ability to maintain confidentiality and to use good judgment and discretion in carrying out duties and responsibilities.
  • Ability to interpret and analyze technical and statistical information and reports.
  • Ability to be punctual, work hours as scheduled, and maintain a good attendance record.
