Job summary

The Oregon Department of Corrections seeks a COD Treatment Program Manager at Columbia River Correctional Institution – Portland, OR. You will oversee the COD treatment program operations, supervise addiction treatment staff, and ensure high-quality care for adults in custody with co-occurring disorders.

Responsibilities include program implementation, policy development, staff training, and multidisciplinary collaboration to maintain clinical integrity and regulatory compliance.

Qualifications

• Possession of a clinical license or certificate of mental health and addiction treatment AND two years of supervision, management, or progressively related experience.
• OR
• A master’s degree in a related field AND one year of lead work or supervising mental health services that include mental health assessment and diagnosis.
• Credentialed as a QMHA with MHACBO, or able to be credentialed as QMHA; criteria include education and experience.
• Credentialed as CADC-II or CADC-III with MHACBO.
• Two years listed from the minimum qualification above must be in supervision and management of an addictions or mental health program section or unit.

Responsibilities

• Oversee the operations of a COD treatment program in a minimum custody facility.
• Develop policy and procedures, program management, and staff supervision.
• Direct provision of care including comprehensive assessment, counseling, and group facilitation.
• Monitor program data and ensure compliance with statutes, rules, and regulations.
