Job summary

BTI is seeking a Technical Lead to design, develop, and maintain a complex filing application with deep expertise in cloud technologies, security, and system integration. You will collaborate with Product Owners, IT Federal Project Manager, and SMEs to understand requirements and deliver scalable solutions.

You will lead architectural decisions, work within an Agile team, and push for platform-based solutions while ensuring secure, compliant integration with the existing infrastructure.

Qualifications

• Bachelor's degree in computer science, information systems management, mathematics, or related field, or equivalent experience.
• At least 10 years of progressively responsible IT experience, including 5+ years in design and development.
• Experience translating business requirements into system design and development.
• Experience developing front ends using React JS.
• Experience with relational database backends and SQL scripts, views, triggers, and stored procedures.
• Experience implementing user authentication using Login.gov with IAL-1.
• Experience developing and implementing ETL processes to load data from external sources.
• Experience with agile development and Jira.
• Experience in a Development Security Operations (DevSecOps) environment with GitLab and Jenkins.
• Experience with testing automation.
• Experience with security vulnerability scanning and remediation.
• Experience with accessibility compliance (Section 508).
• Experience providing accurate estimates for design and programming efforts.

Responsibilities

• Design, develop, and maintain the filing application end to end with a focus on scale and security.
• Collaborate with Product Owners, IT Federal Project Manager, and SMEs to understand requirements.
• Contribute to major design decisions and ensure architecture aligns with existing infrastructure.
• Work in an Agile framework to deliver iterative improvements and releases.
• Identify opportunities to build platform-based solutions for user needs.
