Kanadevia Inova in Knoxville, TN seeks a senior civil tender and pre-construction lead to drive tender strategy, scope definitions, and procurement planning for multi-disciplinary civils projects.

You will manage consultants, prepare BOQ inputs, and coordinate subcontract documentation to secure project awards, while collaborating with international teams and supporting project mobilisation.

Qualifications

• Experience leading civil tender strategies for large multi-disciplinary projects.
• Strong understanding of procurement and subcontracting for major EPC works.
• Ability to analyse technical and commercial risks and propose mitigations.
• Proven track record in coordinating cross-functional tender teams.

Responsibilities

• Overall responsibility for civil tender preparation and pre-construction activities.
• Establish tender strategy and pre-construction plan, including procurement strategy and schedule.
• Define civil scope of works and package strategy per tender and project.
• Participate in tender reviews, inputting technical solutions, methods, and execution plans.
• Set project temporary works requirements, laydown, utilities and BOQ inputs.
• Manage tender stage consultants including designers and geotechnical experts.
• Develop construction sequences and programme inputs with other disciplines.
• Conduct market assessments and identify suitable contractors for new/existing markets.
• Assist with consortium agreements with local civil partners as needed.
• Ensure prequalification of Contractors per company procedures.
• Provide input to BOQ, technical specs, and subcontract enquiry docs.
• Coordinate issue of subcontract enquiry documents and responses to clarifications.
• Review contractor submissions (scope, program, price, deviations) and feed into bid analysis.
• Lead clarification meetings and negotiations with Contractors to contract award.
• Prepare subcontract award recommendations to Civil Management, Project Management, and Board.
• Ensure final subcontract docs reflect agreed scope, program, pricing and terms.
• Incorporate constructability, lessons learned, and execution experience into tendering.
• Support tender and project teams on construction methods and procurement strategies.
• Assist mobilisation and handover to transfer tender assumptions into project execution.
