Job summary

Proteinea in Coffeyville, KS seeks an experienced Civil Tender Section Head to lead tendering, estimation, and proposal activities for major industrial and infrastructure projects.

You will review documents, develop competitive cost estimates, manage supplier quotations, and drive value engineering and post-tender negotiations. Strong leadership and negotiation skills, plus 8–12 years in civil tendering, are required. This role offers growth opportunities and exposure to mega projects.

Qualifications

• Bachelor's degree in Civil Engineering required.
• 8–12 years of experience in civil tendering, estimation and proposals.
• Experience leading tender teams or sections.
• Strong background in industrial, infrastructure, EPC and contracting projects.
• Excellent knowledge of BOQs, quantity take-offs, cost estimation, contracts and project specifications.
• Strong commercial, negotiation, leadership and analytical skills.
• Experience handling mega projects and high-value tenders preferred.

Responsibilities

• Lead the Civil Tender Section, managing tendering, estimation, and proposal activities.
• Review tender documents, drawings, specifications, BOQs, and contractual requirements.
• Oversee preparation and review of accurate and competitive cost estimates for civil works.
• Manage supplier and subcontractor quotations, negotiations, and commercial evaluations.
• Lead development of technical and commercial proposals for major and mega projects.
• Drive value engineering, cost optimization, tender clarifications, and post-tender negotiations.
• Identify commercial risks, assumptions, exclusions, and opportunities during the tender stage.
• Coordinate with Technical, Procurement, Planning, Commercial, and Project teams to ensure successful bid preparation.
• Monitor the tender pipeline, team performance, submission deadlines, and bid strategies.
• Review awarded projects against estimated vs. actual costs and implement lessons learned.
• Mentor and develop Tender and Estimation Engineers to improve team capabilities and performance.
