Job summary

Kitsap County’s Department of Community Development seeks an Engineer 2 - Traffic to lead review of civil plans, reports, and permits for land development and roadway projects, ensuring compliance with regulations.

You will direct inspections, manage permit closeouts, mentor staff, collaborate with agencies, and advise developers to deliver safe, code-compliant infrastructure. Exempt, full-time role based in Port Orchard, WA, with opportunities to influence project delivery.

Qualifications

• Licensed PE OR EIT with four years of qualifying engineering experience under a PE.
• ABET-accredited engineering program with four years of experience under a PE supervision.
• Ability to guide inspectors, technicians and junior engineers.

Responsibilities

• Lead the professional review, evaluation, and approval of complex civil engineering plans and permits to ensure regulatory compliance.
• Direct technical oversight of development-related inspections, modifications, and permit revisions.
• Manage permit closeout activities including bonds, as-builts, and certifications.
• Serve as the technical lead and mentor for inspectors, engineers, and staff.
• Support code compliance efforts and provide expert testimony when required.
• Collaborate with Kitsap County Public Works and external partners to resolve issues.
• Advise developers and engineers on permitting processes and development regulations.
• Apply advanced engineering principles to resolve non-routine issues while upholding standards.
