Job summary

Kitsap County is seeking an engineering professional to join the Department of Community Development to support safe, sustainable, and well-planned community growth. You will work under licensed PEs to apply sound engineering principles across disciplines for neighborhoods, transportation infrastructure, stormwater systems, and public utilities.

Qualifications

• Registration as an Engineer-in-Training (EIT) or equivalent licensure.
• Bachelor's degree in Civil Engineering, Construction Management, or a related engineering discipline from an ABET-accredited program.
• Four years of qualifying engineering experience under the supervision of a licensed Professional Engineer.

Responsibilities

• Review development applications for compliance with standards and permitting criteria.
• Evaluate engineering plans, technical reports, drainage analyses, and stormwater systems.
• Analyze hydrologic and hydraulic models to ensure permit compliance.
• Coordinate reviews with County departments, regulatory agencies, consulting engineers, and applicants.
• Serve as the engineering project coordinator for Site Development Activity Permits (SDAPs).
• Review field revisions, engineer certifications, and project documentation for compliance.
• Provide technical guidance to property owners, developers, contractors, and the public.
• Support construction inspection and code compliance staff with engineering evaluations.
• Prepare technical memoranda, permit documentation, and review comments using permitting GIS and plan review tools.
• Collaborate with County departments and external agencies to improve permitting efficiency.
