Job description

Nature of Work:

Under the supervision of the Community and Economic Development Manager, the Engineering Permits Supervisor is responsible for coordinating the processing, reviewing and issuance of approvals and permits for public and private utility and street improvements associated with land development, lot improvement, building permits, and related land use actions. The Engineering Permits Supervisor responds to and coordinates inquiries from external and internal customers concerning Public Works and Utilities standards, permitting requirements, records and inspections.

The Engineering Permits Supervisor is also responsible for tracking public works-related development reviews and permits, identifying and facilitating the resolution of technical issues, and communicating with developers and permit applicants regarding the development review and permit process. This work requires knowledge of engineering, independent judgment, and process management skills to coordinate these processes and resolve technical issues.

In addition, and as directed by the Community and Economic Development Manager, the Engineering Permits Supervisor provides engineering design, project management, and construction management and inspection services in support of capital projects, as needed.

Essential Job Functions:
  1. Coordinates developers, contractors and City departments in the review and processing of construction plans and other related documents for issuance of right of way, clearing and grading, and other engineering permits. Participates in review and pre-construction meetings.
  2. Coordinates development engineering related reviews and comments on all applicable permit applications.
  3. Responds to public inquiries providing appropriate engineering and documentation correspondence.
  4. Prepares and maintains records regarding LID (Local Improvement District), ULID and Developer Reimbursement Agreements. Calculates LID, latecomer, connection and system development fees.
  5. Supervises engineering subordinates and assists in
    1. review of project designs
    2. research and customer service
    3. inspection of public works construction projects
    4. the preparation of plans, specifications, and estimates for utility and transportation projects
    5. subordinate review, evaluations, and scheduling
  6. Provides research, including legal documents, property ownership, right of way, easements, street vacations, assessments and others, for Public Works and Utilities, City Attorney, CED, and other departments. Prepares legal descriptions of easements and property for review and records with County Assessor's office.
  7. Provides as-built engineering records and right of way information for preparation of construction documents. Coordinates field inspections for permits and assists in routine engineering construction inspections, clearing and grading site inspections and surveying.
  8. Assists the Community and Economic Development Manager by providing, as needed and assigned, engineering design, project management, and construction management and inspection services.
Qualifications:
Education:

Bachelor's degree in civil engineering or related engineering discipline.

Desirable qualifications include possession of a Professional Engineer License or Professional Land Surveyor valid in Washington State, or the ability to obtain.

Experience:

Five years progressively responsible experience in civil engineering work. An equivalent combination of education and experience will be considered. Possession of valid Washington State driver's license (or ability to acquire within 30 days of hire), and a driving record acceptable to City's risk manager.

Knowledge of:
  • Civil engineering methods and techniques as applied to public works construction and maintenance projects.
  • City, County, State and Federal regulatory codes and ordinances relative to public works and engineering.
  • Inspection and documentation requirements and knowledge of materials/methods used in construction of Public Works facilities and utilities.
  • Supervisory practices, methods and techniques.
  • Knowledge of issues associated with property ownership and easements and ability to research real estate issues.
  • Computers, database, spreadsheet, word processing, graphics, and engineering software applications.
  • Computer aided drafting techniques and the ability to make computations from field survey notes.
Ability to:
  • Read and interpret civil engineering permits and act as departmental resource to coordinate them through the review, issuance and construction process.
  • Interpret and enforce policies and ordinances fairly and impartially.
  • Adapt approved engineering methods and standards to the design, construction and inspection of a variety of public works projects.
  • Organize and interpret analytical data and engineering studies.
  • Supervise subordinate personnel in proper work methods and review their work during and after completion of tasks.
  • Establish and maintain effective working relationships with fellow workers and the general public.
  • Communicate with the public, general contractors and suppliers professionally and tactfully.
  • Manage stressful situations and resolve conflicts in courteous manner.
  • Communicate, read, write, and understand English at a level necessary for efficient job performance.
