Job summary

Gfoat is seeking an Learning & Development Specialist to design, deliver, and facilitate organization-wide training and performance initiatives. You will partner with HR leadership to build instructional frameworks, learning programs, and compliant education experiences that foster growth and skill advancement.

Qualifications

• Minimum: Bachelor’s Degree in HR, Business Administration, Organizational Development, or related field and five years HR experience with training and development
• Texas Driver’s License
• Strong verbal & written communication skills
• Experience administering TMS or LMS
• Ability to manage multiple priorities and deadlines
• Knowledge of local, state, and federal employment laws (FLSA, FMLA, ADA, EEO)
• Experience with supervisory competencies, development, and performance improvement plans
• Proficiency with computers and e-learning tools
• Preferred: 6+ years in instructional design, curriculum development, and training delivery
• Experience implementing organization-wide development or coaching systems
• CPTD or HR certification
• Municipal government HR experience preferred

Responsibilities

• Collaborate with HR leadership to assess training needs and plan development programs
• Develop and maintain training courses, online tools, and learning materials
• Deliver learning across in-person, self-paced, and online formats
• Oversee city-wide performance management program rollout and change management
• Lead compliance training design and implementation for federal, state, and local laws
• Manage onboarding communications and New Employee Orientation programs
• Oversee Talent Management System and LMS administration and data governance
• Maintain training records and analyze participation and effectiveness
• Coordinate cross-functional HR programs and special projects
• Perform other related duties as assigned
