Job summary

Penn-Mar Human Services is seeking a strategic Chief Human Resources Officer to lead our people strategy and HR function. Reporting to the CEO, the CHRO will align workforce, culture, systems and practices with Penn-Mar's mission and long-term success.

You will guide workforce planning, develop competitive compensation and benefits, oversee HR technology and analytics, ensure compliance, and partner with Finance and senior leaders to advance organizational effectiveness.

Qualifications

• Master’s degree in HR or related field preferred.
• At least 10 years HR experience with 5+ in a senior supervisory role.
• Current HR certification (SPHR or equivalent preferred).

Responsibilities

• Develop and execute HR strategic objectives.
• Advise the President and Leadership on workforce planning and organizational effectiveness.
• Lead HR team; oversee talent acquisition, engagement, learning, compensation, benefits, HR technology, analytics.
• Develop and implement agency policies, recruitment and retention strategies.
• Ensure compliance with employment laws and oversee EEOC/Department of Labor matters.
• Lead design and administration of compensation and benefits programs; manage broker relationships.
• Oversee HR technology, processes and HR analytics to support decisions.
• Develop HR budget and payroll compliance.
• Serve on Retirement Committee with fiduciary responsibility for the 403(b).
• Partner with Finance on insurance and risk management.
• Contribute to organization-wide policy and strategy as a senior leader.
