Job summary

RecruiterForge is seeking a Head of Human Resources to lead company-wide people operations, talent acquisition, and HR programs for a digital consultancy serving government agencies. You will partner with leadership to align People strategies with business needs, while managing compliance, employee relations, and Rippling administration.

You will shape workforce planning, develop engagement programs, and build a high-performing, mission-driven culture across remote teams in the United States.

Qualifications

• Experience leading People operations or a similar function and scaling it in a fast-growing organization.
• Proven ability to build high-performing, mission-driven cultures where employees feel respected and empowered.
• Sound judgment balancing transparency with confidentiality, privacy, and risk.
• Experience recruiting design and technology professionals (PMs, designers, researchers, engineers).
• Experience with remote teams and knowledge of labor laws and compliance.
• Ability to work at both strategic and tactical levels.
• Excellent interpersonal, motivational, relationship-management, and communication skills.
• Strong organization, attention to detail, and analytical capabilities.
• Familiarity with HRIS, ATS, and performance management tools.
• Interest in improving public outcomes through government services and aligned values.
• Ability to travel for work from time to time.

Responsibilities

• Lead company-wide People operations and scale the function as the organization grows.
• Manage talent lifecycle from workforce planning through onboarding and build a strategic pipeline.
• Ensure labor-law compliance and oversee employee relations.
• Benchmark compensation/benefits and manage Rippling and payroll-related tasks.
• Maintain organizational charts and define position responsibilities.
• Design and run employee engagement programs across business units.
• Oversee performance planning, evaluations, promotions, and ongoing feedback.
• Develop the professional capability framework and succession plans.
• Organize internal/external training and programs to strengthen culture and retention.
• Collaborate with executives to align People strategy with business needs.
• Promote fair practices and broaden access to talent, using data-driven improvements.
