Job summary

REFORM Alliance seeks a Vice President of Legislative Strategy to own the organization’s legislative roadmap across federal, state, and local levels. The role will draft input, set bill strategy, and manage session timelines, working closely with the CEO and ELT.

The VP will build relationships with legislators, counsel, and coalition partners, oversee outside lobby firms, and advise leadership on legislative risk and opportunities. NY-based with national reach.

Qualifications

• 10+ years of progressively senior experience in legislative strategy, government relations, or public affairs.
• Deep understanding of the legislative process, including bill drafting, committee procedure, markups, floor strategy, and whip counts.
• Proven track record building and managing relationships with legislators, committee staff, and legislative counsel across party lines.
• Experience tracking and managing legislative sessions and calendars across multiple jurisdictions.
• Experience overseeing or directing outside lobbying firms and political consultants.
• Strong organizational leadership, including managing teams, budgets, and cross-functional collaboration.
• Exceptional judgment and discretion in navigating politically sensitive legislative situations.
• Demonstrated ability to advise senior executives and boards on legislative risk and opportunities.

Responsibilities

• Build and maintain relationships with legislators, committee chairs, and staff across federal, state, and local levels.
• Cultivate ties with legislative counsel and committee staff directors who shape bill language.
• Develop relationships with party leadership and political operatives in key states and nationally.
• Represent REFORM at legislative hearings, markups, and government forums.
• Track compliance with federal and state lobbying registration and disclosure requirements.
• Lead strategic decision-making on lobbying targets, approaches, and messaging with senior leadership.
• Oversee and direct outside lobbying firms to align with legislative priorities.
• Manage legislative roadmap across federal, state, and local levels.
• Coordinate with Chief Policy Officer and Marketing & Communications on external affairs.
