Job summary

REFORM Alliance is seeking a Lead Counsel, Policy in New York City to translate its mission into actionable policy and legislative proposals. The role requires conducting legal and policy research, drafting legislation, and engaging directly with lawmakers, agency officials, and coalition partners to advance the organization's agenda.

The three undifferentiated roles report to the Managing Director, Policy, and will coordinate closely with the Chief Policy Officer.

Qualifications

• At least 3-5 years of post-J.D. experience in public policy, legislative affairs, or law, with substantial experience in criminal justice reform or related area.
• Prior experience in a legislature, government agency, or law firm handling policy or legislative matters.
• Demonstrated experience drafting legislation, regulations, or agency rulemaking comments.
• Strong research and analytical skills, with the ability to synthesize complex legal and policy information into clear, actionable recommendations.

Responsibilities

• Draft and review legislation, amendments, and policy proposals in collaboration with the Chief Policy Officer, Managing Director, Policy, and fellow Lead Counsel, Policy.
• Engage in advocacy efforts, representing REFORM in meetings with lawmakers, agency officials, and coalition partners.
• Prepare talking points, testimony, and other materials for legislative hearings and public forums.
• Participate in legislative hearings and policy workgroups, coalitions, and meetings.
• Provide regular updates to Policy leadership on legislative progress and challenges.
• Collaborate with the Implementation team to track progress and ensure legislation is implemented as intended.
• Coordinate with Marketing/ Communications to ensure policy initiatives are communicated to the public and media.
