Linn County in Cedar Rapids, IA, seeks an experienced IT leader to provide executive direction for the County’s Information Technology Department and technology use across all departments. The role directs planning, security, operation, and modernization of the technology environment, ensuring secure, reliable, and cost-effective services.

The position oversees IT budget, staff, vendor management, governance, and project management, aligning with the County’s Strategic Plan.

Qualifications

• Bachelor’s degree or equivalent in information technology, computer science, or other related field.
• Over six (6) years of experience that includes two years in a supervisory or management position.

Responsabilités

• Provides executive leadership and strategic direction for the County’s Information Technology (IT) Department and for technology use across all County departments.
• Directs the planning, security, operation, and modernization of the County’s technology environment.
• Directs and manages information technology services, budget, and staff.
• Develops and carries out the IT strategic roadmap aligned with the County’s Strategic Plan. Sets technology governance, standards, policies, and project priorities.
• Provides strategic oversight of the County’s information security program, including policies, risk assessments, access controls, and incident response.
• Plans and directs operation, maintenance, and support of all information services and systems; establishes standards and performance indicators.
• Develops and manages the department’s budget; evaluates expenditures and presents budget proposals.
• Directs vendor selection, oversight, SLAs, and contract requirements.
• Establishes project management practices and monitors milestones, costs, risks, and deliverables.
• Directs, supervises, and develops IT staff; evaluates staffing and promotes training and succession planning.
• Serves as primary contact and representative on technology matters; builds relationships with agencies, vendors, and the public.
