Job Responsibilities
- Perform initial, annual, and special inspections of single and multi-family rental units, properties, and buildings to ensure compliance with City ordinances and IPMC.
- Communicate professionally with property owners, managers, and local agents to identify ordinance violations and outline corrective actions.
- Interpret and explain local building and property maintenance regulations.
- Investigate complaints, conduct follow-up inspections, and issue violation notices as necessary.
- Document deficiencies, prepare detailed inspection reports, and maintain records using BS&A and Microsoft software. Ensure all documentation is suitable for court proceedings.
- Represent the City in court by testifying on violations of building and property maintenance regulations.
- Respond to questions and interact courteously with the public, property owners, agents, tenants, and colleagues to address and resolve complaints effectively.
- Stay informed about updates to housing codes and ordinances and implement appropriate changes to inspection processes.
- Assist and work under the direct supervision of the Property Code Compliance Supervisor.
- Perform other related duties as required.
Minimum Qualifications
- Associates degree or equivalent sufficient for maintaining records and reports at a level necessary for use in court.
- One to two years full-time work experience in residential or commercial construction, property management, or equivalent.
- Knowledge and understanding of applicable laws, standards, zoning ordinances, IPMC, and building codes relating to land use, nuisance, and public safety codes.
- Knowledge of methods, materials, and techniques used in building design and construction, and inspection practices.
- Proficiency in Microsoft and BS&A software, with the ability to navigate internet resources.
- Ability to prepare, organize, and maintain inspection data, reports, and records.
- Ability to follow instructions, work independently, and maintain professionalism and confidentiality.
- Effective communication skills, both written and oral.
- Sufficient physical and cognitive skills to perform essential functions, with or without accommodations.
- Valid Michigan Driver’s License and compliance with driving standards.
- Ability to obtain or possess Act 407 Building Inspector registration is a plus.
- Obtain ICC certification within 1 year of hire.
Selection Process
The process includes a review of qualifications, driving record, criminal history check, written examination, and an oral interview. Applicants will be invited to proceed based on their experience and qualifications.
