Job summary

The State of New Hampshire is seeking a Chief Accountant to plan and evaluate the Office of Professional Licensure and Certification’s financial operations. The role focuses on revenue/expense analysis and reporting of accounting information, with opportunity for supervisory duties.

Qualifications include a bachelor’s degree with 2 years of experience (or 6 years of combined education/experience) in accounting or related fields, and a valid driver’s license.

Qualifications

  • Education/Experience: Bachelor's degree and 2 years of experience OR equivalent combination of 6 years of education and experience after completion of high school.
  • Education and experience must be accounting, business or public administration, or related field.

Responsibilities

  • Plans the development and implementation of the Monthly Budgetary report for all Departments within OPLC, up to and including data queries.
  • Establishes, oversees, and maintains internal controls, to include but are not limited to, those related to the tax revenue of the Boxing and Wrestling Commission.
  • Supervises and trains Finance Office staff on appropriate use of systems, procedures, policies, etc.
  • Analyzes current workflow processes to identify and implement alternative solutions to increase efficiency.
  • Hires and evaluates the work performance of the Finance Office.
  • Assists in the preparation of contracts encumbrance requests and related reports for Governor and Council approval.
  • Develops special financial reports and conducts analysis used in planning budgets.
  • Prepares month-end and year-end financial reports and assists in yearly audit requests.
  • Compiles and evaluates reports to validate financial transactions.

SUMMARY

Plans and evaluates the Office of Professional Licensure and Certification’s (OPLC) financial operations. Responsible for the analysis of revenue and expense accounts and the reporting of accounting and statistical information.

YOUR EXPERIENCE COUNTS

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS

Education/Experience: Bachelor's degree and 2 years of experience OR equivalent combination of 6 years of education and experience after completion of high school. Education and experience must be accounting, business or public administration, or related field.

License/Certification: Valid driver’s license

PREFERRED QUALIFICATIONS

Experience in a supervisory or team-lead role. Extensive knowledge of accounting methods of applying accounting principles and techniques to work situations. Extensive knowledge of laws, rules and regulations practices and procedures of New Hampshire public fiscal administration including budgeting and reporting. Extensive knowledge of enterprise accounting procedures and methods. Ability to analyze, evaluate and establish systems of accounts. Ability to analyze revenue receipts and expenditures and prepare complicated fiscal reports. Ability to communicate effectively in spoken and written form. Ability to plan, assign, review and supervise the work of a staff of professional and non-professional employees. Ability to establish and maintain effective working relationships with employees, state department heads and officials and members of executive and legislative committees.

RESPONSIBILITIES

  • Establishes, oversees, and maintains internal controls, to include but are not limited to, those related to the tax revenue of the Boxing and Wrestling Commission.
  • Supervises and trains Finance Office staff on appropriate use of systems, procedures, policies, etc. Assigns and reviews work product to ensure timely payments and the accurate distribution of funds.
  • Analyzes current workflow processes to identify and implement a variety of alternative solutions to increase the efficiency and effectiveness of operations.
  • Hires and evaluates the work performance of the Finance Office.
  • Assists in the preparation of contracts encumbrance requests and related reports for Governor and Council approval.
  • Develops special financial reports and conducts analysis used in the planning of capital and operating budgets.Plans and assists in the preparation of the biennium-operating budget to be forwarded to Bureau of Accounts, Fiscal Committee, and Governor's office.
  • Prepares and presents accurate month-end and year-end financial reports requested by the Business Administrator and Bureau of Accounts. Assists the Director of Operations with any requests for yearly audit requests.
  • Compiles and evaluates reports to validate financial transactions, budgetary transactions, and fiscal matters for use by Management.
