Starting hourly pay range: $22.50/hour - $30.02/hour

  • This position offers a Trainee Status at an hourly pay rate of $21.63; candidate must meet the minimum qualifications within one (1) year of hire date.

37.5-hour work week.

  • Please note, this position is eligible for an Alternative, Flexible, or In-State Remote-Hybrid schedule upon completion of an in-office training period. This position is not fully remote.

The State of New Hampshire, Employment Security, Fiscal Management Bureau has a full-time vacancy for Accountant II.

SUMMARY

Performs fiscal, budgetary and purchasing and contract-related functions in support of the Fiscal Management Section of the Department of Employment Security.

MINIMUM QUALIFICATIONS

Education/Experience: Associate's degree and 2 years of experience OR equivalent combination of 4 years of education and experience after completion of high school. Education and experience must be in accounting or auditing work.

License/Certification: Valid driver’s license and/or access to transportation for statewide travel.

Trainee Option: Candidates with an equivalent combination of 3+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.

PREFERRED QUALIFICATIONS

Demonstrates strong knowledge of accounting and fiscal principles, applicable laws, and regulatory requirements, supported by the completion of at least four accounting courses. Applies effective financial administration practices, including budgeting and auditing procedures. Interprets and analyzes financial data to produce accurate, reliable reports and contributes to the development or enhancement of accounting methods and processes. Communicates information clearly and maintains collaborative, productive working relationships with colleagues and the public.

RESPONSIBILITIES

Updates and maintains financial and procurement tracking systems used by NHES, including SpendMap, NH FIRST, Payables/Receipts Access databases and Federal Cost Accounting System (FCAS), to ensure information is accurate and in compliance with state/federal rules and policies regarding accounts payable activities.

Monitors, evaluates and prepares monthly service and contract spreadsheets and reports for use by other agency staff such as program managers, accountants and business administrators. Provides recommendation for appropriation and/or contract amendment when budget shortfall is identified to ensure uninterrupted services.

Reviews coding of agency expenditures to ensure accurate and appropriate state/federal coding distinctions for purposes of federal financial reporting.

Researches and interprets both state and federal procurement and expenditure policies and procedures. Assists business administrators with establishing appropriate agency procedures. Continually seeks to improve practices to add quality and value in support of the agency’s mission while identifying and eliminating unnecessary or redundant actions.

Evaluates and trains agency staff on policies and procedures pertaining to NH FIRST, FCAS and SpendMap software systems.

Consults and communicates with internal and external stakeholders to discuss and resolve any procedural discrepancies in the procurement/expenditure payment processes.

Interfaces with State Purchasing/Bureau of Accounts and DoIT Purchasing/Business Office on issues relating to awarded purchase orders or contracts to ensure accuracy and to protect the interest of the State of New Hampshire.

Responds to agency staff questions regarding financial systems, allowable expenditures, purchases and services to ensure and promote understanding and consistency throughout the agency.

Provides backup in the absence of other professional/technical staff within the unit in the same capacity as defined by each unique Supplemental Job Description. Serves as backup for other Section staff members.
