Responsibilities

  • Negotiate payment arrangements and settlements with taxpayers; review with supervisor and Director; analyze financial statements.
  • Counsel taxpayers on tax law requirements and enforce compliance through onsite checks of licensing programs.
  • Review taxpayer books and records and refer cases to Audit Division for future audits.

Summary

Minimum Qualifications
  • Education/Experience: Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in accounting, auditing, business administration or a related field and have experience in the preparation, maintenance and the collection of financial accounts, inspection or investigatory work.
  • License/Certification: Valid Driver’s License
  • Other Requirements: None
  • Trainee Option: Candidates with an equivalent combination of 4+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.
Preferred Qualifications
  • Knowledge of accounting principles and tax collection procedures, including methods and information sources used to locate taxpayers.
  • Skilled in report writing and presenting findings.
  • Ability to initiate and complete tax collection actions and conduct investigative work, including the use of confidential informants. Capable of interpreting state tax statutes and accurately calculating delinquent taxes.
  • Experienced in interviewing business representatives, banking officials, attorneys, and law enforcement personnel.
  • Demonstrated ability to build and maintain effective working relationships with the public.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. Responsibilities
  • Collect delinquent taxes, interest, penalties and fees assessed by the Department primarily through telephone and in-person contact at the office, or in the field.
  • Identity and collect delinquent returns for Meals & Rentals, Business Enterprise, Business Profits, and Interest & Dividends.
  • Negotiates payment arrangements and settlements with taxpayers and reviews with Collection Supervisor, prepares appropriate documents for Director review, approval, and taxpayer signature. Analyze financial statements including but not limited to bank statements, profit and loss statements, cash flow statements, income statements and federal returns to determine financial ability of taxpayer.
  • Counsel taxpayers on the different tax law requirements. This function includes enforcement through onsite compliance checks of the licensing programs (M&R and Tobacco) administered by the Department and the Department’s ongoing taxpayer assistance program. Protect state tobacco tax revenue through retail inspections, seizure of contraband cigarettes, and examination of documents. Conducts compliance checks to ensure taxpayer compliance with the tax laws. Reviews taxpayer books and records including cash receipts, POS reports, cash register tapes, and guest checks. Refers cases to the Audit Division for future audits or transferee liability.
  • Analyzes accounts remaining outstanding after following all standard collection procedures to determine if assets exist which secure the outstanding taxes, the account should be referred for out of state collection agency follow-up or the account should be deemed uncollectible due to business failure, insufficient personal income and/or further follow-up expense would exceed the projected recovery. Initiate and conduct asset and title searches to locate any real or personal assets upon which collection action can be initiated. Recommend collection action such as liens, distraints, property tax sales, license revocation and license denial.
  • Develop a working understanding of the RSA’s used in the collections and enforcement of taxes administered by the department. (RSA 21‑J, RSA 78‑A, RSA 80, RSA 292‑305‑A, AND RSA 454, etc.)
  • Answers the division telephone queues and assists taxpayers with their accounts. Maintains taxpayer case files with up to date status information through the use of Department information systems. Complies with the division’s record retention and destruction policy.
  • Maintains strict adherence to the departmental laws and regulations pertaining to confidentiality of all tax information obtained from records, files, tax returns, and departmental investigations.
