Job summary

The State of New Hampshire, Revenue Administration, Collections Division, has a full-time vacancy for 43-4020 Correspondence Clerks-4. Attends work on a regular and predictable basis to perform entry-level tax enforcement, licensing, and compliance work, including collection activity preparation on small balance accounts.

Minimum qualifications include a 2.5-year combination of education/experience, valid driver’s license, and ability to perform confidential financial tasks.

Qualifications

  • Equivalent combination of 2.5 years of education and experience after high school.
  • Education and experience must include business administration, accounting, auditing or related field.
  • Includes 2-year experience in public contract work that involves the preparation, maintenance or collection of financial accounts, inspection or investigatory work.
  • License/Certification: Valid driver’s license
  • Background checks required including FBI fingerprint-based and state/local screenings.
  • Must be able to lift tobacco stamp cartons and other related physical tasks.

Responsibilities

  • Runs monthly report of taxpayers that have not filed returns timely.
  • Prepares and distributes divisional correspondence, memos, letters, reports or other documents as needed.
  • Uses templates to prepare legal paperwork on delinquent taxpayers, determined by Compliance Operator II.
  • Administrative preparation of liens, lien releases, and distraint receipts from collection activities.
  • Contacts delinquent taxpayers to collect unpaid taxes and initiate payment plans for approval by Compliance Officer II.
  • Assists taxpayers with licensing and filing requirements in person and/or on the phone.
  • Performs field work for Tobacco compliance checks at retail locations and prepares subsequent report.
  • Back-up for front desk duties and answers the division telephone queues.
  • Maintains taxpayer case files with up to date status information through the use of Department information systems.
  • Demonstrates confidentiality and code of respect in the workplace.

License/Certification: Valid driver’s license

Trainee Option: Candidates with an equivalent combination of 1.5+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.

Responsibilities

  • Prepares and distributes divisional correspondence, memos, letters, reports or other documents as needed.
  • Uses templates to prepare legal paperwork on delinquent taxpayers, determined by Compliance Operator II.
  • Administrative preparation of liens, lien releases, and distraint receipts from collection activities.
  • Contacts delinquent taxpayers to collect unpaid taxes on small dollar balances. Notify taxpayers of delinquent taxes to initiate payment plans for approval by Compliance Officer II. Reviews small balance accounts for referral to Compliance Officer II for field work.
  • Assists taxpayers with licensing and filing requirements in person and/or on the phone. Assists taxpayers in the preparation of meals and rental applications and provides assistance for completing and filing meals and rentals returns.
  • Performs field work for Tobacco compliance checks at retail locations and prepares subsequent report. Retrieves tobacco stamps front vault to be transferred to front office.
  • Back-up for front desk duties. Answers the division telephone queues and assists taxpayers with their accounts.
  • Maintains taxpayer case files with up to date status information through the use of Department information systems. Complies with the division’s record retention and destruction policy.
  • Demonstrates behavior consistent with the Department’s Code of Respect in the Workplace, and upholds the Department’s core values of respect and teamwork. Demonstrates compliance with Dept. policies and procedures.
  • Maintains strict adherence to the departmental laws and regulations pertaining to confidentiality of all tax information obtained from records, files, tax returns, and departmental investigations. Instructs division personnel in confidentiality requirements of the various tax laws administered by the department.
