Qualifications

U.S. Citizenship required.
Ability to obtain DHS EOD Public Trust.
Five or more years of relevant professional experience in organizational change, workforce transformation, communications, or stakeholder engagement.
Experience applying structured organizational change management methods to complex technology/organizational transformations.
Experience developing and executing change management, communications, engagement, and training plans.

Responsibilities

Develop and execute an integrated organizational change management strategy aligned with OCIO transformation objectives.
Conduct stakeholder analyses, change-impact assessments, organizational readiness assessments, and adoption-risk evaluations.
Identify how organizational, process, governance, workforce, and technology changes will affect stakeholder groups across the OCIO and field.
Develop stakeholder engagement plans tailored to OCIO leadership, technical teams, business functions, field personnel, and mission partners.
Create and maintain the program’s OCM plan, communications plan, stakeholder map, change-impact log, readiness assessments, and adoption metrics.
