Under general direction, the CIP Project Manager plans, coordinates, and manages municipal infrastructure projects involving water, wastewater, drainage, transportation, and parks. The position oversees assigned projects through planning, design, procurement, construction, closeout, and warranty to ensure completion within approved scope, schedule, and budget and in accordance with City standards, contract requirements, and applicable regulations. The position coordinates consultants, contractors, regulatory agencies, utility providers, property owners, and City departments to support the effective delivery of the City’s capital improvement program.The following duties are intended only as illustrations of the various types of work performed. Education & Experience:
- Bachelor’s degree from an accredited college or university in civil engineering, construction management, project management, architecture, public administration, or a closely related field; and
- Three years of progressively responsible experience in civil engineering, utility infrastructure, municipal capital projects, construction management, construction inspection, or project management.
An equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered.
Licenses and Certifications:
- Must possess a valid driver’s license and obtain a valid Texas driver’s license within 90 days of employment.
- Project Management Professional certification is desirable but not required.
Knowledge of:
- Project-management principles and practices, including scoping, scheduling, budgeting, cost estimating, quality control, risk management, resource management, and project closeout.
- Planning, design, construction, maintenance, and rehabilitation of municipal water, wastewater, drainage, and related infrastructure systems.
- Engineering, architectural, and construction principles, practices, terminology, plans, specifications, and estimating methods.
- Construction contracting and administration, including procurement, professional service agreements, bids, submittals, pay applications, change orders, claims, warranties, and contractor performance.
- Municipal procurement requirements and alternative project-delivery methods, including competitive sealed proposals and construction manager-at-risk.
- Capital improvement planning, project accounting, bond and grant funding, and applicable financial and reporting requirements.
- Laws, codes, standards, permitting processes, and regulatory requirements applicable to municipal infrastructure projects, including accessibility and safety requirements.
- Right-of-way, easement, utility-coordination, record management, and interagency processes affecting public infrastructure projects.
Skill in:
- Planning, organizing, and managing multiple projects with competing deadlines, priorities, funding sources, and stakeholders.
- Reviewing and interpreting engineering plans, technical reports, specifications, contracts, cost estimates, schedules, and regulatory requirements.
- Evaluating project risks, field conditions, design alternatives, construction methods, change requests, and contract documents.
- Monitoring project budgets, expenditures, schedules, deliverables, and consultant and contractor performance.
- Facilitating meetings, resolving conflicts, negotiating project issues, and developing consensus among individuals with differing interests.
- Preparing clear and accurate correspondence, reports, procurement documents, agenda materials, meeting documentation, and public presentations.
- Using project-management, financial, spreadsheet, document-management, presentation, and other job-related software and technology.

- Apply City standards, contract provisions, technical requirements and applicable laws and regulations consistently and appropriately.
- Analyze complex technical, operational, contractual, and financial information and develop practical, supportable recommendations.
