Job summary

American States Utility Services, Inc. is seeking a Capital Program Supervisor to oversee complex water and wastewater capital projects.

The role involves managing scope, budgets, schedules, and coordination across operations, engineering, and field staff to meet objectives on time and within budget. The incumbent will supervise Capital Project Coordinators and Inspectors, ensure safety and regulatory compliance, and prepare management reports.

Qualifications

• Bachelor’s degree in engineering or construction management, or closely related field, or two years in a Capital Project Supervisor role.
• PMI or AAPM certification or PE license within two years of employment.
• Minimum five years’ experience in managing public works/public utility projects.
• Two years of supervisory experience required.
• Proficiency with project management software (Primavera, MS Project) and MS Office required.

Responsibilities

• Oversees all aspects of assigned capital projects.
• Coordinates resources with operations, customer service, engineering design, and water quality.
• Develops scopes of work and cost estimates for projects and RFPs.
• Monitors project schedules and budgets; implements corrective actions.
• Supervises and develops staff; manages multiple projects across locations.
• Ensures regulatory, safety and environmental compliance; prepares periodic progress reports.
