Job summary

The DC Department of Small and Local Business Development (DSLBD), within the Business Development Division, works to support and grow District-based businesses and to increase their participation in procurement opportunities.

The incumbent will advocate for local, small, and disadvantaged businesses, coordinating with agencies and stakeholders to raise awareness of opportunities in public, private, and federal sectors.

Qualifications

  • Interprets and explains procurement procedures, including the CBE program, to the business community and agency liaisons.

The Business Opportunities Division specializes in assisting Certified Business Enterprises(CBEs) and local businesses to better position themselves to participate in contracting opportunities from the District Government and the private sector.

The Business Opportunities Division specializes in assisting Certified Business Enterprises(CBEs) and local businesses to better position themselves to participate in contracting opportunities from the District Government and the private sector.

The incumbent is responsible for advocating and promoting opportunities for local, small, and disadvantaged businesses to increase their participation in the public sector's procurement process and to raise awareness of opportunities in the private and federal sectors.

Duties And Responsibilities

Implements and monitors business development strategies and initiatives to promote the growth and development of CBEs. Administers divisional grant opportunities which includes coordinating internally with Office of General Counsel on documents such as Request for Applications, Notice of Grant Award, Grant Agreements and other documents which require legal sufficiency, assigning, recruiting, and training grant reviewers, providing oral presentations to applicants, grantees, and DSLBD Director. Prepare Business Opportunities Manager for debriefs with non-awardees. Represents DSLBD to the business community at networking functions, workshops, meetings, and Office of Contracting and Procurement (OCP) events. Attends small business events to share information about the CBE program. Develops training curricula and conducts training events for business owners and members of the general public on procurement opportunities within District agencies and government corporations. Interprets and explains procurement procedures, including the CBE program, to the business community and agency liaisons to ensure the agency's vision is promulgated.

Analyzes problems, gathers pertinent data, and develops alternative solutions. Establishes and maintains data management systems to track engagement with business owners and the impact of such engagement. Analyzes spending patterns by government agencies and corporations to identify enhanced contracting opportunities with small and local businesses, and to make policy recommendations to the agency’s leadership. Provides information to the local business community pertaining to contracting opportunities with the District Government and private sector partners through a variety of communication channels.

Qualifications And Education

Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is primarily sedentary.

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Position Designation: Security sensitive positions are positions of special trust that may be reasonably expected to affect the access to or control of activities, systems or resources that are subject to misappropriation, malicious mischief, damage, or loss or impairment of communications or control.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
