Business Analyst – Documentation Recovery

Position Overview
We are seeking an experienced Business Analyst – Documentation Recovery to support a major IT documentation and operational resilience initiative for a public-sector organization.
The Business Analyst will work closely with IT teams, technical subject-matter experts, and leadership to discover undocumented processes, assess existing documentation, identify gaps, and translate institutional knowledge into structured business and technical artifacts.
This role is ideal for a senior BA with strong experience in IT operations, cybersecurity, ITSM/ITIL, disaster recovery/business continuity, process documentation, and Microsoft Visio.
Key Responsibilities
- Lead discovery sessions, SME interviews, and workshops with IT teams and stakeholders.
- Inventory and assess existing technical, operational, security, application, infrastructure, and recovery documentation.
- Document current-state processes, workflows, roles, dependencies, handoffs, and pain points.
- Create process maps, workflow diagrams, data/process flows, inventories, matrices, and other BA artifacts using Microsoft Visio and Microsoft 365.
- Identify documentation gaps, process risks, knowledge gaps, and opportunities for standardization.
- Gather and organize requirements for SOPs, runbooks, knowledge articles, system documentation, and recovery documentation.
- Translate SME knowledge into clear and structured documentation for Technical Writers and IT leadership.
- Facilitate review and validation sessions to ensure documentation accurately reflects IT operations.
- Maintain documentation backlogs, priorities, ownership, dependencies, and status tracking.
- Support documentation standards, templates, governance, review cycles, and SharePoint repository organization.
Required Qualifications
- 10+ years of demonstrated Business Analysis experience in complex IT/technology environments.
- Strong requirements elicitation, interviewing, facilitation, and stakeholder-management skills.
- Advanced experience with Microsoft 365 – Word, Excel, PowerPoint, Teams, and related collaboration tools.
- Strong hands-on experience with Microsoft Visio for process mapping, workflow documentation, and technical/business diagrams.
- Experience working with technical SMEs across infrastructure, applications, IT service delivery, cybersecurity, or related IT disciplines.
- Experience with documentation recovery, knowledge management, operational maturity, or process-standardization initiatives.
- Experience documenting cybersecurity, infrastructure, disaster recovery, business continuity, or IT service-management processes.
- Experience with SharePoint-based documentation repositories and governance.
- Familiarity with ITIL, NIST, CIS, or other recognized IT/security frameworks.
- Demonstrated ability to analyze undocumented or inconsistently documented processes and convert institutional knowledge into structured artifacts.
- Excellent written, verbal, organizational, and analytical skills.
- Ability to manage multiple workstreams, priorities, dependencies, and deliverables with limited supervision.
Preferred
- Government or highly regulated environment experience.
- CBAP, CCBA, PMI-PBA, PMP, ITIL Foundation, or comparable certification.
- Bachelor's degree in Information Technology, Information Systems, Business, or related field, or equivalent relevant professional experience.
