Operating within federal defense and national security environments, this professional elicits, analyzes, documents, and translates complex operational and mission requirements into actionable technical specifications, user stories, and process flow models. The ability to meet across teams at the office and cross-pollinate information is critical to our success.Responsibilities:The Business Analyst provides end-to-end requirement management and business process optimization across ISA’s program portfolio. They are responsible for conducting stakeholder interviews, mapping \"As-Is\" and \"To-Be\" operational workflows, and creating detailed functional and non-functional requirements documentation. Working closely with Project Managers, Systems Engineers, and software developers, the Business Analyst facilitates Agile backlog refinement, leads solution validation and UAT, produces executive briefings and data visualizations, and supports change management efforts to ensure seamless technology adoption.Duties:Elicits, analyzes, and documents business, functional, and non-functional requirements from government stakeholders, subject matter experts (SMEs), and end-users.Develops business process models, flowcharts, data flow diagrams, and swimlane diagrams to illustrate current-state (\"As-Is\") and future-state (\"To-Be\") workflows.Authors user stories, acceptance criteria, use cases, product backlogs, and Requirements Traceability Matrices (RTM).Facilitates Agile software development ceremonies, including backlog grooming, user story refinement, and sprint planning in tools such as Jira or Azure DevOps.Conducts gap analyses, impact assessments, and trade studies to support system modernization and technology selection decisions.Translates complex technical capabilities and software architectures into clear, actionable narratives for executive stakeholders and non-technical clients.Designs and executes User Acceptance Testing (UAT) plans, test scripts, and defect tracking workflows to validate that solutions meet business requirements.Creates interactive dashboards, visual reports, and data summaries using tools such as Power BI, Excel, or Tableau to communicate performance metrics and KPIs.Develops standard operating procedures (SOPs), user training guides, system documentation, and facilitates end-user training sessions.Supports change management, stakeholder management, and continuous process improvement initiatives across client programs.Embodies and reinforces ISA’s culture and mission-focused delivery approach.Other Duties:Duties, responsibilities, and activities can change at any time based on position requirements. This is an individual contributor role reporting to the Project Manager, Technical Director, or designated corporate lead.Clearance Required:As a condition of employment, candidates must be able to obtain and maintain a favorably adjudicated Public Trust determination or Tier-1 equivalent, consistent with requirements set forth in U.S. law, federal regulation, and executive order. Applicants must be able to submit documentation establishing U.S. Person status upon hiring. All ISA employees are required to uphold and maintain the trustworthiness and suitability requirements of the U.S. federal government.Experience Required:5+ years of direct experience in business analysis, process mapping, and requirements engineering, preferably supporting federal government or Department of Defense (DoD) programs.Strong experience eliciting and documenting functional/non-functional requirements, user stories, acceptance criteria, and process flow diagrams.Demonstrated experience working within Agile/Scrum software development lifecycles (SDLC) and utilizing tools such as Jira, Azure DevOps, or Confluence.Proven track record in conducting gap analyses, business impact assessments, and User Acceptance Testing (UAT).Proficiency with business process modeling notation (BPMN) and tools such as Microsoft Visio or Lucidchart.Hands-on experience with data analysis and reporting tools (e.g., Microsoft Power BI, Advanced Excel, Tableau, or SQL) is highly desirable.Exceptional analytical, problem-solving, written, and verbal communication skills, with a proven ability to interface with senior government leadership.Education:Bachelor’s degree in Business Administration, Information Technology, Systems Engineering, Computer Science, or a related field required (Master’s degree preferred).Certification:Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or Agile/Scrum certifications (e.g., Certified Scrum Product Owner (CSPO), Certified ScrumMaster (CSM)) are strongly preferred.
