State of Colorado's Health Care Policy & Financing (HCPF) is seeking a Budget and Policy Analyst III to support budgeting, forecasting, and policy analysis in a hybrid work setting. The role involves coordinating federal reporting, developing financial projections, and preparing estimates for budget hearings, with attention to compliance and policy impact.

The work unit lives in the Finance Office, focusing on budget, IT, and program funding.

Qualifications

• 7 years of experience in budget analysis and development
• Bachelor's degree in accounting, finance, economics, or related field
• Experience in budget formulation, execution and analysis

Responsibilities

• Liaison between the Budget Division and the Accounting Section to coordinate the Department’s federal reporting.
• Analyzes budget and policy, projects costs, monitors program and budget dynamics, and defends the budget for areas of assigned responsibility.
• Prepares extensive and complex technical estimates for JBC hearings and Legislative staff; participates in budget requests and fiscal notes.
• Advises management on budgetary and policy changes to avoid adverse program penalties for non-compliance.
• Develops and evaluates new models and test hypotheses to recommend for department-wide adoption.
