Job summary

Southern California Association of Governments is seeking a Budget and Grants Analyst II (Contracts & Grants) in the Budget and Grants department. The role focuses on subrecipient monitoring, MOUs, grant billing, and ERP transition support.

The ideal candidate will have 3 years of budget/grants experience and a relevant BA, with strong analytical and communication skills to ensure regulatory compliance and accurate budgeting across SCAG programs. Hybrid work options apply.

Qualifications

• 3 years of experience in budget and grants and a BA in a relevant field.
• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities may also be considered.
• Knowledge of Federal, State, and local policies, procedures, laws and regulations applicable to contract administration for public agencies.

Responsibilities

• Coordinate with project managers on MOUs with subrecipients for ATP, SS4A, CRP, and other programs.
• Assist in developing scopes of work and payment methods.
• Track expenditures, progress, and compliance for each MOU project and prepare amendments.
• Perform funding carryover for MOUs and ensure proper PO setup.
• Conduct cost/price analysis and support invoicing and grant billing inquiries.
• Support MOU administration, including file updates and close-out activities.
• Assist with risk assessments for new subrecipients and ERP system transition tasks.
• Identify monitoring procedures based on identified risks and suggest edits to MOUs.
• Assist with annual reviews for subrecipients and document findings.
