Budget Analyst

(Budget Analyst 4)

WaTech sets the strategic technology direction of the state in multiple domains and programs and is responsible for the state’s core technology services.

About the position:

This position is a part of WaTech’s Finance group, which provides financial management services to all managers and staff within the agency. These services include rate setting, accounting, budgeting, and payroll. This position reports to the Chief Financial Officer, who reports to the WaTech Director. As a Budget Analyst you will be responsible for budgeting, budget monitoring, and related financial activities.

Some of what to expect with this role:

  • Compile and create financial reports, analyze and monitor budget to actuals, revenues and expenditures.
  • Analyze budget to actual spending, explain variances, and work with managers/service owners to adjust spending.
  • Develop and maintain the internal and external budgets for programs.
  • Analyze, forecast and provide timely and accurate executive-level financial information for programs on a monthly basis and more frequently if needed.
  • Coordinate, collaborate and prepare financial analysis for fiscal requests from the Office of Financial Management (OFM) and Legislature.
  • Develop budget requests (decision packages) for maintenance and policy level.
  • Review WaTech’s portion of the Central Service Model (CSM) and note modifications to the model for review by the Budget Manager.
  • Analyze legislative bill for appropriations, reconcile appropriations with funding and expenditure authorities.
  • Lead the coordination of the agency allotment process, from start to release.
  • Lead, coordinate, and collaborate with directors and managers in the development of annual and biennial budgets and spend plans, internal service-level budgets.
  • Review legislative bills and bill analysis to write fiscal notes for the Legislature.

Here’s what we’re looking for:

  • Bachelor’s degree in business, accounting, public administration, or closely allied field. (Professional experience in budget development, execution, and report development may substitute year-for-year for education.)
  • Five years of professional experience in budget development, execution and report development for federal, state or local governments.
  • Exceptional organizational, oral and written communication skills.
  • Advanced Excel skills (create PivotTtables and charts, write formulas such as Vlookup, IF/SumIf).

Preference may be granted to applicants with the following:

  • Two years of experience with Washington state budget processes and applications.
  • Six months of experience with Washington state accounting processes.
  • Experience with information systems such as AFRS, Workday, ERP reporting, Apptio or other database systems.
  • Exceptional interpersonal and analytical skills.
  • Experience writing funding proposals, issue papers or similar documents.
  • Knowledge of Washington state legislative process.
  • Knowledge of SharePoint and Microsoft Teams.
