Budget System Analyst - Budget Analyst 4 (In-Training) - Permanent - *11433-24

Title: Budget Systems Analyst
Classification: Budget Analyst 4 (In-Training)
Job Status: Full-Time/Permanent
WDFW Program: Financial Services Program – Budget Office
Duty Station: Olympia, Washington – Thurston County
* Although this is a hybrid opportunity, the successful incumbent must reside within the State of Washington and must be available to report to the duty station located in Olympia, Washington as needed. The selected candidate may be able to telework/work remotely up to 2 days per week at the discretion of the supervisor.
In-Training: We are recruiting to hire at the Budget Analyst 3 (BA3) or Budget Analyst 4 (BA4) level. We will train a new hire at the BA3 level up to the BA4 level.
Salary: Depending on which level you are hired at, your salary range will be as follows:
Budget Analyst 3 - $4,865.00 - $6,539.00 monthly
Budget Analyst 4 - $5,783.00 - $7,779.00 monthly

Responsibilities:
Embrace this leadership role to provide the framework for all agency budget processes, play a lead role in external budget discussions, and monitor the agency's operating budget status.

Provide critical support to the Budget Officer, Deputy Budget Officer, and Budget Managers in developing, monitoring, and maintaining the agency budget.

With your experience, you will ensure that funding is distributed appropriately, programs are fully allotted without exceeding operating budget authority, provide training to other budget analysts, and produce analysis to agency executives.

WHAT TO EXPECT:
Among the varied range of responsibilities held within this role, this position will:

System Management:

  • Maintains complex computerized systems and executes functions, such as inputting and editing journal vouchers and uploading data to accounting information systems.
  • Uploads program spending plans (allotments) and indirect allotments for contracts into The Allotment System (TALS).
  • Uploads Salary Projection System (SPS) data into Contracts and Projects System (CAPS) Financial on a quarterly basis.

Data Analysis:

  • Uses complex computerized systems to extract, summarize and evaluate fiscal data.
  • Designs, develops, implements, and maintains budget spreadsheets to track information. Independently modifies reports for process improvements and incorporation of accepted feedback.
  • Prepares quarterly financial reports composed of allotment and control total data from multiple data sources to identify potential allotment entry errors, oversights, or mistakes.

Control Total and Carry Forward Management:

  • Develop, maintain, and distribute incremental budget through the Control Total process, which includes maintaining Control Numbers worksheet and back up documentation.
  • Communicate Control Total changes to appropriate parties and update impacted worksheets and reports.
  • Communicate directly with the Budget Officer and Office of Financial Management (OFM) to ensure that processes and products align with statewide tracking systems and request changes in the OFM systems as required.

Indirect Recovery Management:

  • Indirect Reconciliation: review indirect Journal Vouchers (JV) from Accounts Receivable through Enterprise Reporting and update indirect reconciliation chart.
  • Proportional Administrative Funding (PAF): Prepare and submit PAF memorandum request every month.
  • Track and verify over collection of recovery credits as decisions are made to indirect credit distribution (through the Control Total process).

Communication:

  • Assists, advises and trains WDFW personnel regarding budgetary policies and procedures.
  • Engage with OFM and other entities with the Budget Officer as required to communicate implementation of legislation and institutional policies and procedures.

Quality and Performance:

  • Provides independent review of funds and associated allotments to ensure compliance with the state and agency regulations and policy.

Working Conditions:
Schedule: Typically, 40 hours per week, however, may be required to occasionally work more than 40 hours per week to meet deadlines during peak periods, particularly during budget development.
Travel requirements: Occasionally travel to work sites or training and may be required to stay overnight.

QUALIFICATIONS:
Required Qualifications:
This Budget Analyst 4 In-Training series provides mentoring and career development opportunities for candidates with limited related experience.
Candidates will be hired as a Budget Analyst 3 or 4, dependent on qualifications.
Upon satisfactory completion of the 12-month in-training plan, the selected candidate will automatically be promoted to a Budget Analyst 4.

Required Qualifications for the Budget Analyst 3:
Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field; and three (3) years of professional experience in accounting, budget, finance, or public administration.

Or

Current or recent experience as a Budget Analyst 2.

Or

Equivalent education/experience.

Please note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis. A master’s degree in a related field may replace two years of experience.

Required Qualifications for the Budget Analyst 4:
Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field, and four (4) years of state budget experience, including one complete biennial cycle, with increasing levels of responsibility.

Or

Current or recent experience as a Budget Analyst 3.

Or

Equivalent education/experience.

Please note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • A master’s degree involving major study in business, public administration, accounting, economics, statistics, or similar field.
  • Advanced knowledge of budgeting and accounting practices based on education and practical experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations.
  • Knowledge of state financial systems including AFRS, BASS, TALS, SPS, BOS, CBS, Enterprise Reporting (Fastrack), and Web Intelligence (AdHoc).
  • Advanced knowledge of Excel and Word and proven ability to use other financial software programs.
  • Advanced skill in creating spreadsheets, importing data from other sources, and creating tables and graphs from spreadsheet data.
  • Skill in performing complex numerical calculations.
  • Ability to practice collaborative problem solving, maintain open communication among staff, and allowing flexibility for creative and innovative input from others.
  • Ability to communicate complex budget issues orally and in writing to a variety of audiences and provide training and guidance on these issues.
