Qualifications

• Mandarin-English bilingual required.
• 5+ years HR experience in HR Generalist, HRBP, or similar roles.
• Experience with full-cycle recruiting and onboarding.
• Strong knowledge of U.S. and Arizona employment laws.

Responsibilities

• Serve as the primary HR point of contact for the U.S. organization.
• Lead full-cycle recruiting for engineering, project management, construction, and operations roles.
• Define staffing needs, develop job descriptions, screen candidates, and coordinate interviews/offers.
• Manage onboarding, orientation, employee documentation, and offboarding.
• Support payroll administration and coordinate with payroll/benefits vendors.
• Maintain personnel records and HR documentation in compliance with laws.
• Develop and improve HR policies and internal communications.
• Provide employee relations support to employees and managers.
• Assist leadership with performance management and workforce planning.
