  • Direct clients to appropriate services, confirm appointments, make reminder calls, and proactively monitor client wait times.
  • Address unexpected situations and client concerns promptly, taking appropriate action or referring individuals to the correct resources.
  • Plan and organize community-facing initiatives, including the Mercado and food distribution events.

The Bienestar de la Familia (The Well-being of the Family) offers culturally responsive and linguistically appropriate services focusing on Multnomah County's growing Latino Community, as well as serving other diverse groups and the community at large.

Multnomah County Department of County Human Services (DCHS) is pleased to announce an open competitive recruitment to fill one (1) Full-Time Bilingual/ Bicultural Spanish Office Assistant 2 position in Youth and Family Services, Bienestar de la Familia located at the Baltazar F Ortiz Community Center, 6736 NE Killingsworth St, Portland, OR 97218. This position is scheduled for ad-hoc telework Monday - Friday, 8:00 a.m. - 5:00 p.m. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.

About the Position:

The Bilingual Office Assistant 2 ensures the smooth daily operation of the Bienestar de la Familia program by providing comprehensive administrative support, managing data, and scheduling appointments across diverse social and holistic services. Centered in racial equity, this frontline role serves as the welcoming first point of contact for clients and directly supports service staff in delivering culturally responsive care.

The eligible list created from this recruitment may be used to fill future regular, limited duration, full or part time, temporary, or on-call positions within DCHS.

Knowledge, Skills & Abilities:

Bilingual/Bicultural Spanish: This position requires proficiency in (speak, read, write) Spanish language. An employee who has never before received bilingual pay at Multnomah County for work done under a Spanish KSA will need to pass an assessment to be considered proficient.

Bilingual pay: This position receives an additional 5% premium on all hours worked due to Spanish language fluency.

Primary responsibilities include:
A. CLIENT SUPPORT
  • Greet clients and visitors both in-person and on the telephone, providing culturally competent, excellent customer service in a fast-paced environment.
  • Schedule and coordinate appointments for diverse program providers, including mental health, addiction services, case management, and the SNAP outreach program.
  • Deliver continuous Spanish interpretation and translation services at the reception desk, over the telephone, online, and during group sessions.
  • Direct clients to appropriate services, confirm appointments, make reminder calls, and proactively monitor client wait times.
  • Address unexpected situations and client concerns promptly, taking appropriate action or referring individuals to the correct resources.
  • Plan and organize community-facing initiatives, including the Mercado and food distribution events.
B. Program Support
  • Monitor daily schedules for appointment accuracy and proactively keep program providers informed of any changes or updates.
  • Obtain and verify client demographics using appropriate databases, and update client enrollments and accounts in ServicePoint.
  • Use Google Suite and Microsoft Word to maintain tracking sheets and create flyers, surveys, and outreach materials.
  • Organize program activities, manage client data entry for the Mercado, and take meeting minutes as needed.
  • Update forms, brochures, signs, and other physical community resource materials to ensure information is current.
  • Conduct client satisfaction surveys to assist with program evaluation and improvement.
  • Complete assigned administrative projects at the Ortiz Center.
C. RESOURCE MANAGEMENT
  • Serve as the primary point of communication between program staff, Facilities, external partners, and the building owner.
  • Troubleshoot basic office equipment issues and submit necessary service and repair requests to appropriate staff.
