Clackamas County’s Children, Family & Community Connections (CFCC) Division is seeking a Bilingual English/Spanish Program Aide 2 to join our Workforce Programs team!
CFCC Workforce Programs provide customized employment and support services to eligible Clackamas County residents. The individuals we serve may be navigating significant life circumstances and barriers to employment, including homelessness, substance use disorders, mental health conditions, involvement with the justice system, poverty, and other challenges.
In this role, you will provide essential program and administrative support that helps clients access services and keeps Workforce Programs operating effectively. You will serve as an important point of contact for program participants, staff, and community partners while assisting with client referrals, program eligibility and enrollment, recordkeeping, data entry, appointment coordination, and ongoing program operations.
Much of this position's work involves maintaining accurate and confidential client information across multiple databases and tracking systems. You will also communicate directly with clients in person, by telephone, text, and email; explain program requirements and processes; assist individuals with forms, documentation; assist individuals with forms, documentation and using technology like computers and mobile devices to navigate websites and employment applications; and help connect participants with appropriate program staff and resources.
We are looking for someone who is organized, approachable, detail-oriented, and comfortable balancing customer service with administrative responsibilities. The ideal candidate will have experience working with diverse populations, maintaining confidential information, navigating data systems, and providing responsive support to individuals who may be experiencing complex circumstances.
Bilingual fluency in English and Spanish is required for this position.

Maintain program and client records. Create and maintain electronic client files and program records; enter, update, and retrieve information using databases, Excel, Word, and other program systems; track client referrals and participation; update participant contact information; and support text and other program communications.
Provide front-line client and program support. Greet program participants and visitors; respond to questions; explain program services, processes, and eligibility requirements; provide and collect required forms; assist participants with completing paperwork; and connect clients with appropriate program staff or resources.
Process and track client referrals and support-service requests. Review referrals and requests for completeness and consistency with established program guidelines; communicate with applicants and program staff regarding eligibility, status, or additional information needed; document outcomes; and forward complex or unusual requests to appropriate program staff.
Maintain participation and service information in required systems. Review client case notes and program documentation to identify participation and compliance information; enter eligible services into the Oregon Employment Department's iMatchSkills system; enter information into Oregon DHS TRACS; and maintain accurate information needed for program tracking and reporting.
Coordinate client feedback and program information. Prepare, distribute, collect, and track customer feedback surveys and questionnaires; enter results into spreadsheets or databases; gather required program feedback forms; and maintain information for program reporting purposes.
Provide general administrative and office support. Prepare mailings; scan, file, copy, and archive documents; maintain electronic records; respond to requests for information; answer the main telephone line; retrieve and route voicemail messages; return calls or direct inquiries to appropriate staff; and assist with meeting-room scheduling and hybrid meeting technology.
Support daily program operations and client coordination. Schedule client appointments; follow up on referrals and outstanding information; establish and maintain client files; track required documentation and program information; assist participants with forms; and provide other administrative support needed to maintain timely and effective program services.

Provides respectful, responsive, and professional assistance to individuals with a wide range of backgrounds, needs, and life experiences. Communicates program information clearly and helps clients navigate processes and requirements.
Bilingual & Culturally Responsive Communication
Communicates effectively in both English and Spanish and adapts communication to meet the needs of clients, community partners, and colleagues from diverse backgrounds.
Accuracy & Attention to Detail
Maintains accurate client records, reviews documentation carefully, enters information correctly across multiple systems, and recognizes when information is incomplete or requires follow-up.
Organization & Follow-Through
Effectively manages referrals, appointments, documentation, correspondence, and competing priorities while ensuring required tasks are completed within established timelines.
Data & Records Management
Comfortably works within databases, spreadsheets, electronic files, and client tracking systems while maintaining organized, accurate, and confidential records.
Communication
Communicates clearly and professionally in person, by telephone, email, and text; explains program requirements in understandable terms; and appropriately routes complex questions or issues.
Judgment & Problem Solving
Uses established policies, procedures, and program guidelines to respond to routine situations, identify discrepancies or missing information, and determine when an issue should be elevated to other program staff.
Teamwork & Collaboration
Works effectively with Workforce Program staff, community partners, and other County employees to coordinate services, share information appropriately, and support program and funding requirements.
Confidentiality & Professionalism
Handles sensitive client and program information with discretion and follows established requirements for confidentiality, documentation, and records management.
This position is included in the County’s alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position may be eligible for occasional hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs, after successfully completing training for the position. This position will be primarily on-site.
Telework/remote locations cannot be located outside of Oregon or Washington. Washington residents must perform at least 50% of their time on-site at Clackamas County.
