Reporting to the Director Purchasing in the VP Finance & Administration division, the role requires on-site work and strong vendor communication, scheduling, and documentation skills to support competitive solicitations and board-ready materials.

Qualifications

• Associate's degree and four years related experience in purchasing or equivalent.
• Transcript reflecting required education must be submitted.
• Detail oriented with high accuracy.
• Expert level Microsoft Office skills.
• Ability to read and comprehend procurement solicitations.
• Strong analytical capabilities.
• Self-directed with calendar and timelines.
• Clear communication with vendors and internal teams.
• Knowledge of Texas purchasing statutes for junior colleges.
• Experience using Bonfire eProcurement portal.

Responsibilities

• Create competitive solicitations (RFPs, RFQs, and Qualifications) and manage through Bonfire portal.
• Monitor rules, regulations, and ensure compliance with policies and law.
• Plan solicitations, schedule, and coordinate with Buyers and Director.
• Oversee solicitation logistics: advertising, issue of documents, and receipt monitoring.
• Coordinate and document receipt of offers; post solicitations publicly.
• Oversee opening, pre-proposal conference, evaluation, and bid tabulation creation.
• Document entire process and prepare materials for Board Agenda.
• Guide vendors through campus properties during solicitations and record Q&A.
• Maintain vendor contact logs and audit solicitation files for compliance.
• Assist Buyers with solicitation processes and perform additional duties as needed.
