Qualifications

• Associate degree plus four years of related experience; transcript required.
• Detail oriented with high accuracy.
• Expert-level MS Office proficiency.
• Ability to read and interpret competitive procurement documentation.
• Strong analytical abilities.
• Initiative and self-direction to cover all responsibilities.
• Ability to develop calendars and timelines.
• Effective communication with vendors and across organization levels.
• Knowledge of Texas purchasing statutes for Junior Colleges.
• Familiarity with Bonfire eProcurement portal.

Responsibilities

• Oversee solicitation process from creation to posting and receipt monitoring.
• Plan solicitations with Buyers and Director; develop schedules and initiate solicitations.
• Manage solicitation logistics: advertising, copies, and monitoring receipts.
• Coordinate and document receipt of offers; post solicitations on website.
• Oversee opening, pre-proposal conference, and evaluation; prepare Bid Tabulation and Scores.
• Archive the entire process and prepare documents for Board Agenda.
• Walk vendors through facilities as part of the process; record questions and responses.
• Maintain vendor log and contact vendors when solicitations are posted.
• Audit solicitation files for compliance; assist Buyers as needed.
• May perform additional duties for Purchasing Department.
