Job summary

Westchester County Department of Finance is seeking a Program Specialist (Benefits) to assist in coordinating and administering employee benefit programs, including health, dental, and vision care.

The role supports unemployment and workers’ compensation insurance administration, enrollment, deductions, and payments, while maintaining contact with insurance carriers and benefit providers. It also involves implementing changes to laws and resolving employee inquiries.

Qualifications

• High school diploma or GED required; substitution of 30 credits toward a bachelor’s degree may be used for up to four years of the stated experience.
• Seven years of experience in employee benefits, finance, or HR, including one year assisting health insurance administration.
• Seven years in government operations involving development/implementation of service delivery or operational systems for employee benefits, HR, or finance.

Responsibilities

• Assist in coordinating and administering the County’s Benefits plan, including workers’ compensation claims.
• Explain benefit packages to employees and departmental representatives to help them make informed choices.
• Use county systems and third-party DBMS to enroll employees, process payroll deductions, and post/receive retiree payments.
• Provide supervision to clerical staff and lead assignments as needed.
