Job summary

The City of Raleigh is seeking a Benefits Coordinator to join the Human Resources Department. This permanent part-time role (30 hours/week) supports benefits administration across Medical, Dental, Vision, and more, with vendor coordination and benefits education for employees.

Qualifications

  • Associate's Degree or 2 Years of College in HR, Business, Public Administration, or related field; 1 to 3 years' experience in human resources support, or a related field
  • OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Responsibilities

  • Provides day-to-day administrative support for multiple employee benefit plans including Medical, Dental, Vision, Life, Voluntary Insurance Programs, Retirement and Flexible Spending Plans (FSA)
  • Researches and responds to customer inquiries from employees, retirees, and internal departments related to benefits claims, coverages, and plan details
  • Provides customer support by answering questions and identifying, troubleshooting, and addressing discrepancies
  • Processes human resource and benefits transactions in HRIS and external vendor systems, including plan enrollment, changes and terminations
  • Assists with ad-hoc and annual projects or events such as new employee on-boarding, benefits education meetings, annual wellness assessment, and open enrollment
  • Creates, revises and updates benefit procedures and communication materials
  • Administers employee leave programs including FMLA while ensuring compliance with all federal, state and local laws, regulations and guidelines

Job description

The City of Raleigh Human Resources department is seeking a Benefits Coordinator for the Human Resources Department to support our high-functioning and innovative Benefits and Wellness Team. This position serves as a trusted resource for employees, answering questions, maintaining accurate benefits records, coordinating with vendors and brokers, and ensuring benefits are administered accurately and efficiently. The role also supports benefits audits, new program implementation, and employee communications while delivering engaging benefits presentations to new employees.

This permanent part-time position will work 30 hours per week, contribute to the LGER's retirement system, and be eligible for health benefits. After the initial training period, the employee is eligible to telework up to 40% of the work week.

About You:

We seek someone who will drive engagement in and understanding of our benefits plans, help us improve processes and communication, and assist our department in developing benefits packages that support the City in attracting and retaining talented public servants.

This position requires an experienced and highly motivated Human Resources professional with an understanding of the function and role that employee benefits play in recruiting and retaining talent. The successful candidate will be a benefits subject matter expert who can work independently and collaboratively on a wide range of benefits program and administration assignments. You will be part of a cohesive team, working as one team to meet the demanding needs of our organization. We seek a creative, well-rounded teammate who will be an integral part of the continued success and growth of the organization.

Required Education and Experience:

Associate's Degree or 2 Years of College in Human Resources, Business, Public Administration, or related field; 1 to 3 years' experience in human resources support, or a related field

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Preferred Licenses and Certifications:
  • SHRM-CP or PHR certification(s)
Knowledge of:
  • Employee benefit administration, FMLA administration, NC Retirement System
  • Applicable federal, state, and local laws related to employee benefits and leave administration
  • HRIS and other human resources related technologies
  • Human resources principles, practices, and procedures and all relevant laws, regulations, policies, procedures, and standards
  • Customer service principles
  • Filing and record-keeping principles
  • Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications
Skill in:
  • Conducting new hire presentations

  • Organizing and maintaining records and files
  • Maintaining and updating data and documentation
  • Performing basic research, and compiling and assembling data

Work Environment and Physical Effort:

Sedentary:Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Work Environment:

Work is typically performed in an office or similar indoor environment, an outdoor environment, a street envirionment (near moving traffic) or in a vehicle.
