Job summary

Orange Water and Sewer Authority (OWASA) is seeking a Backflow and Cross Connection Coordinator to oversee its backflow and cross-connection program, ensuring compliance with federal, state and local requirements.

The role involves surveys, site inspections, data updates in GIS, coordinating with the ORC and Customer Service, and responding to customer inquiries while maintaining OWASA’s compliance tracking system.

Qualifications

• High school diploma or GED with specialized training or coursework in plumbing/backflow
• At least three years of relevant experience in backflow/cross-connection, and one year managing a similar program
• Ability to obtain Backflow Prevention Assembly Tester and ORC certifications; valid NC driver’s license

Responsibilities

• Oversee Backflow and Cross Connection Program and related regulatory compliance programs
• Conduct surveys of customer water services to assess hazard potential
• Monitor, document, and track installations, repairs, or changes through local permitting outlets
• Perform site inspections of installations and update GIS with backflow details
• Respond to customer inquiries and review development plans for compliance with relevant codes
• Coordinate with ORC and Customer Service to enforce testing policies and investigate violations
• Provide backup support for customer calls and dispatch field staff as needed
