Job summary

NCRWA is seeking a Backflow and Cross Connection Coordinator in North Carolina to oversee the backflow program and related regulatory compliance tasks. You will assess hazards on water services, coordinate with field crews, and ensure permit-based compliance across multiple agencies.

The role involves monitoring installations, updating GIS records, and responding to customer inquiries while supporting the ORC and service teams as needed.

Qualifications

• Experience implementing and managing backflow/cross-connection programs.
• Familiarity with regulatory requirements at federal, state and local levels.
• Ability to communicate with customers and coordinate with field staff.

Responsibilities

• Oversee Backflow and Cross Connection Program and other assigned regulatory compliance programs to ensure compliance with federal, state and local requirements.
• Surveys of customer water services determine the possible degree of hazard for water and sewer system contamination.
• Monitor, document, and track installations, repairs, or changes through local permitting outlets; conduct site inspections and update GIS with backflow details.
• Respond to customer inquiries regarding Backflow and Cross Connection Program.
• Review development plans and permits to verify compliance with applicable codes and regulations.
• Coordinate with Distribution System Operator and Customer Service to monitor and enforce testing policies and violations.
• Serve as backup for answering customer calls and dispatching field staff as needed.

Backflow and Cross Connection Coordinator

Salary: $47,838.00 - $59,797.00 Annually

Key Responsibilities

• Oversee Backflow and Cross Connection Program and other assigned regulatory compliance programs to ensure compliance with federal, state and local requirements.
• Surveys of customer water services determine the possible degree of hazard for water and sewer system contamination or pollution.
• Monitor, document, and track new installations, repairs, replacements, or change of use through direct, internal and local municipal online permitting outlets. Conduct Site Inspections of completed installation for compliance and update GIS with backflow location and details.
• Responds to customer inquiries regarding Backflow and Cross Connection Program.
• Review development plans and permits with applicants to verify existing and new installations to ensure compliance with OWASA Backflow Cross-Connection Control Manual, Ordinance for the Control of Backflow and Cross Connections, and/or NC Plumbing Code requirements.
• Coordinate with Distribution System Operator in Responsible Charge (ORC) and Customer Service team to monitor and enforce OWASA's backflow testing policies, investigate potential violations, and promote compliance.
• Serve as a backup for answering customer calls with documenting service-related questions, and dispatching field staff as needed.
