Job summary

State of Maryland's Maryland State Police Aviation Command seeks a seasoned procurement supervisor to lead the acquisition of aviation and medical commodities, equipment, and services. The role oversees procurement staff and ensures compliance with state laws and procedures to support helicopters, fixed-wing aircraft, hangars, and 156 personnel.

Responsibilities include drafting contract specifications, negotiating terms, conducting bid processes, and managing supplier performance.

Qualifications

• Eight years of professional procurement experience, including contract solicitation, evaluation, negotiation and award.
• Experience ensuring enterprise-wide interpretation and compliance with procurement laws, regulations, and policies.

Responsibilities

• Solicit, evaluate, negotiate, and award contracts for aviation and medical commodities and services.
• Develop contract specifications, performance standards, payment terms, and contract modifications in line with state procedures.
• Conduct pre-bid conferences, respond to bidder questions, and manage bid openings and debriefings.
• Negotiate favorable terms for noncompetitive and emergency procurements and resolve contractor issues.
