Qualifications

Eight years of procurement experience including four years in enterprise-wide procurement compliance and four years in contract solicitation, evaluation, negotiation, and awarding.
Knowledge of State procurement procedures, laws, regulations, Title 21 COMAR, and eProcurement management.
Experience conducting bid conferences, evaluating proposals, and negotiating contract terms and conditions.
Preferred: at least two years of supervisory experience.
Preferred: experience with FMIS and Maryland's eMMA platform.
Must obtain Procurement Professional Certification from Maryland Department of General Services within one year of appointment.

Responsibilities

Procurement of specialized aviation and medical commodities, equipment, and services for the Maryland State Police Aviation Command.
Oversee contracts worth more than seven million dollars annually.
Solicit, evaluate, negotiate, and award contracts; develop specifications; conduct bid conferences and openings.
Supervise subordinate procurement staff.
