JOB DESCRIPTION

The Assistant Manager, Information Technology, assists the Information Technology Manager in the administration and coordination of the Authority’s technology functions and initiatives. This position oversees and supports departmental staff in managing technology infrastructure, including networks, servers, applications, and endpoints, and assists with developing and implementing departmental strategies. The Assistant Manager also supports agency-wide technology initiatives, ensuring departmental priorities align with the Authority’s operational needs and organizational goals.

Responsibilities and Essential Functions:
Assist the Information Technology Manager with Departmental Leadership and Management.
  • Provide guidance on Information Technology procedures and strategies that support innovation while maintaining a strong focus on cybersecurity and risk management.
  • Coordinate with departments to identify technology needs, evaluate cost-effective solutions, and clearly communicate recommendations to the Information Technology Manager and Executive Leadership.
  • Communicate effectively with technology vendors and Information Technology professionals at peer transit agencies.
  • Supervise, coordinate, and evaluate staff activities to ensure work is timely, effective, and compliant with applicable policies, laws, and regulations; identify training and development needs.
  • Assist with procurement activities, including requisitions, invoices, Requests for Proposals (RFPs), Requests for Quotes (RFQs), Invitations for Bids (IFBs), and sole‑source documentation.
  • Serve as a member of the Technology Advisory Committee and participate in department-wide technology planning and decision-making.
  • Assist with the development of capital project requests, the annual operating budget, and departmental goals.
  • Serve as Acting Information Technology Manager when the Information Technology Manager is unavailable.
  • Perform other leadership and management responsibilities as assigned.
Internal Support
  • Assign and oversee help desk tickets, serving as an escalation point for issues requiring additional Information Technology resources or support.
  • Escalate complex or resource-intensive issues to the Information Technology Manager as appropriate.
  • Monitor internal customer satisfaction with Information Technology support and regularly engage stakeholders to assess service effectiveness.
  • Monitor backup status and notify the Information Technology Manager of issues outside established policy parameters.
  • Monitor cybersecurity tools and systems and promptly escalation significant security events to the Information Technology Manager.
  • Monitor uptime of mission‑critical systems and coordinate with the Information Technology Manager on response and communication when extended outages occur, including impacts to passenger‑facing technologies and PACE.
  • Coordinate with Information Technology staff to ensure externally facing infrastructure, including servers, endpoints, network equipment, and internally hosted websites, is maintained with current security patches and updates.
Project Delivery
  • Serve as project manager for assigned technology‑related projects.
  • Manage assigned projects to support timely and cost‑effective delivery. Develop issue briefs and communicate proposed changes or change orders to the Information Technology Manager and affected departments.
  • Develop training documentation for internally developed projects and ensure appropriate vendor‑provided training materials are received for externally developed projects.
  • Follow up with affected departments to support appropriate implementation and use of technology solutions.
  • Maintain and update training materials as needed.
IT Policy and Procedure Education
  • Work with the Information Technology Manager and staff to educate employees on applicable Information Technology policies and procedures.
  • Serve as a point of contact for reported or observed policy violations and work with appropriate stakeholders to address and mitigate issues.
Professional Development
  • Pursue formal and informal professional development to maintain and expand Information Technology knowledge and skills.
  • Support the professional development and training of Information Technology staff.
Requirements
Knowledge, Skills, and Abilities:
  • A Bachelor’s degree (BA, BS) in Information Systems, Business Administration or a related field. Master’s Degree (MBA) or Formal courses in Information Systems or Electric Engineering preferred.
  • CompTIA A+, Security +, Network + certificates or equivalent IT certificates from another provider are preferred.
  • Minimum of 5 or more years of Information Technology experience. Transit experience preferred.
  • Ability to retain knowledge and attend to detail.
  • Ability to work on multiple concurrent projects with minimum to no supervision, meeting deadlines under stress and with frequent interruptions.
  • Ability to write, read, and interpret documents and strong simple mathematical skills.
  • Demonstrated technical and problem‑solving skills.
  • Remains current on best practices in technology deployment and stays up to date with new innovations in the field.
  • Seeks constructive feedback and demonstrates dedication to continuous improvement.
  • High level of computer literacy in Microsoft Office Suite required.
  • Ability to analyze, recommend, and implement solutions to complex operational problems and issues.
