Job description

About Us

It's the mission of the NC Department of Transportation to connect people, products and places safely and efficiently with customer focus, accountability, and environmental sensitivity to enhance the economy and vitality of North Carolina. We encourage you to consider joining NCDOT where our work not only serves the citizens of North Carolina but has an impact on our world through all modes of transportation.

Description of Work

The Learning & Leadership Development Director leads leadership development for the North Carolina Department of Transportation and directs the department's Learning & Leadership Development function.

The position owns the NCDOT Pathways Leadership Development Program across five leadership levels - program strategy, curriculum currency, facilitation, the recurring cohort cycle, and leadership assessment including the Assessment Center - and ensures that leaders across the department are developed against the seven NCDOT leadership competencies. The Director facilitates Pathways sessions, including senior-leader forums, and serves as the department's senior advisor on leadership development, partnering with executive and division leadership to embed Pathways department-wide.

The position directly supervises four positions: two Program Analyst II - Pathways positions, which facilitate the curriculum and manage the leadership development cohort cycle; the Pathways program administrator; and the Learning & Development Manager, who supervises the Learning Operations unit. Through subordinate supervision, the position provides leadership for a function of approximately nine employees.

The position directs Learning Operations - the learning management system, the enterprise training calendar, compliance and technical training coordination, reporting and vendor administration - and is responsible for establishing service and utilization standards, rationalizing the enterprise learning catalog against the Pathways curriculum and statewide offerings from the Office of State Human Resources, and establishing the measures by which the function's reach, quality and impact are judged.

The following experience is helpful but not required: public-sector or state-government supervisory experience; experience with leadership assessment (assessment center, 360°) and development planning.

This is a supervisory, primarily on-site position based in Wake County, with statewide travel for session delivery. Telework of one day per week is available after the first three months of employment. Teleworking privilege is subject to change based on management discretion.

Knowledge Skills and Abilities/Management Preferences

Management prefers applicants with the following:

  • Progressively responsible supervisory experience leading professional staff, including setting performance expectations and managing performance.
  • Experience leading, or substantially evolving, a multi-level leadership development program in a large organization, including curriculum design or refresh.
  • Demonstrated experience facilitating and presenting to executive and senior-leader audiences.
  • Experience driving adoption of an enterprise program across organizational lines without direct authority, including program, project and change management.
  • Experience establishing program measures and using data to improve learning outcomes.

If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. See the Education and Experience Equivalency Guide for details.

Bachelor's degree from an appropriately accredited institution and three (3) years of program experience in the area of assignment, including two years of managerial experience in the public or private sectors involving significant decision-making authority in the planning, organizing and directing of operations in the areas of the assigned program(s); or an equivalent combination of education and experience.
