Job summary

The City of Norfolk is seeking a Parking Division leader to oversee daily operations, drive policy for on- and off-street enforcement, and align initiatives with city goals. The role requires strong budgeting, personnel management, and stakeholder communication to deliver high-quality parking services across the division.

You will supervise multiple units, collaborate with other departments, and act as Parking Director in the Director’s absence, shaping an efficient, customer-centered program

Qualifications

• Broad knowledge of accounting, economics, budgeting, business administration, statistics, or finance.
• Bachelor’s degree or higher required; Master’s degree preferred.
• Minimum five (5) years of leadership experience in parking or related operations.

Responsibilities

• Supervise day-to-day operations of the Parking Division and its units.
• Develop parking policies for on-street and off-street enforcement.
• Lead strategic planning aligned with the City’s goals and AGILE practices.
• Oversee budgeting, payroll, and financial operations.
• Coordinate with other departments and external agencies to provide services.
• Act as Parking Director in the Director’s absence.
• Manage personnel actions including hiring, payroll approval, disciplinary actions, policy enforcement, and evaluations.
